Qaisar was title of Roman emperors and Sasanis were Persian emperors who carried title of Kisra. They (Kisra) used to worship fire and by religion were Majoos.

The area (middle east including Iraq) was probably under Byzantines (Qaisar) rule, but as mentioned above.. Qaisar was defeated by Kisra (Sura e Room was revealed in that perspective), so there might have been influx of Persian population in the area.

The Sasanid dynasty began with Ardeshir I , who was a minor noble within the Parthian Empire. He was able to quickly grow his power and then rebel against and overthrow the Parthians, forming his own ruling dynasty.

Sassanians were an Iran based empire which encompassed most of Middle East, Afghanistan and Pakistan. The period was between that of Parthians and White Huns (around 400 years).
