No, the fact that he bounced Rumsfeld so fast means he knew this was coming and had a plan. Rumsfeld would have been the favorite target of the Dems in the house. Bush just removed the red flag from in front of the bulls. Good move, take away the lightning rod.
Let's not get all giddy about the election. The first 100 days of the new Congress will tell us a lot, but there will be a lot of vetos. Not much is really going to change, unless Congress votes to cut military funding for Iraq. That would kill 08 for them. Gridlock, nothing more.

Sad it took an election 'thumping' to get rid of such a failure as Rumsfeld, 'the stay the course' has ruined Bush's credibilty and every judgement is seen as questionable, and rightly so.
Bush seems to final realize that the rug has been pulled from under him, lot of raw emotion coming out...nice digg at Rove, lol.
