Water itself is not the fuel. They cycle does not start with pouring water. The fuel is hydrogen, and water is only its carrier.
Now we can not use hydrogen without splitting water molecule. And this is accomplished with electrolysis. Therefore electrolysis is the start of the cycle.
Without electrolysis using a battery there would be no process, no matter how much water is available.

But that still does not make it ‘perpetual’ machine because this still requires a fuel/source of fuel.
