There is no issue of conservation of energy or perpetual motion involved here.
The battery is only used for the process of electrolysis. Indeed, energy is conserved in this process. But this is not the energy that is used to power the car.
The car is powered by combusting the hydrogen that is produced by the electrolysis.

• His process cycle starts by the electrolysis of water using the charge from the battery,
• and then ends with recharging the battery by the output from the same cycle.

This is the start and end of the process. What happens in between is irrelevant. If the start and end of the process are self-sufficient then it is a perpetual motion machine, which is impossible to make.
