Umm, So the GIRL was responsible for bringing him to U.S ! It is in the LAW for the sponsoring person to report if the person is not living with them anymore and the conditions have been broken. She spent all the $$$$ on him to bring him her, the lawyer fees and all that the department DEMANDS you tell them, because if the person is caught in an illegal action , SHE will be responsible.
