He doesn’t deserve to go to jail but he does deserve to see what his actions did to someone else.

I would complain in the civilized way you can to USCIS…take the actions you can take and be honest and truthful about things. Paheli outlined the process to the T for you.
I don’t think Homeland Security can do anything even if you report him. Its not like you can point and they will grab him off the road…they will do their own investigation before taking someone from their home who - legally - has every right to be here. If he’s clean, he gets to stay and you just look like a disgruntled ex-wife who tried to play dirty.
The other option is…let it go and move on with your life.
