I will say it again - a grown woman is NOT one who has reached the age of puberty. If she were than I said above, there are all kinds of things she should be able to do but can't legally because she is NOT an adult.
I'm keep asking you who decides whether she is adult or not? Why a specific age? What is this age? Why conflicts among countries on deciding this age?
Why don't you simply answer these questions?
