Not only that but that is never the criteria for choosing where to settle, at least for most normal people. People choose where to settle based on where they think their families will be better off and have a better quality of life, not nationalism or loyalty to an ideology or religion. It is ridiculous to expect people to put loyalty to an ideology above the well being of their family.
