From a religious perspective you can talk and meet as long as you’re not left alone or your guardian is present.. Even exchanging gifts is encouraged. An Islamic engagement signals the** intention to marry **ie you’re both ‘taken’ and not supposed to consider anyone else (unless the agreement is broken)..

But sometime, religion also allows to meet without any third person at public place (if intention is not dating but just finding out compatibility).
