Dialect is spoken while when it is added with unique script it becomes language, Punjabi is a language as it has its own script. Hindustani is mixture of hindu,urdu and local words of the region of UP,Bihar,MP, it is dialect.

In India Punjabi is a language.. In Pakistan it has been converted to dialect in love of Urdu
