its not wrong, but sunnah/recommendation is there for some reason, there must be some hikmat in it. sometimes donate all, some times do the division practice
its a special case during hajj, its for our own help that we donate all of it. if someone can easily manage to do the division part and can manage to bring back 1/3 for relatives/friends and 1/3 for themselves, then why not? but almost no one will do that except those who live there, even not all of them
yes there are a lot of needy people, but rejecting the way recommended by sharia, every time consistently is also not right [not talking about the practice during hajj]
