If you read carefully, it says Parliament is debating a bill to extend quotas to IITs. So as things stand they are exempt.
As I have said, I am happy with affirmative action, but the not corrupt bankrupt system we have now.

One of the unique aspects of Muhajir nationalism, and a Dutch anthropoligist Verkaik has done a good study, is the deep dislike of the quota system. The MQM mobilised the Muhajirs by there intial opposition to the quota system. So with out understanding the quota, you cannot understand the situation in urban Sindh.
