The ocean water is salty which has a higher freezing point than fresh water.

^correct! Also the water is constantly circulating around and water flowing from the warmer oceans lowers the temperature.

The ice caps do freeze true........but they are only a few feet deep, you would think greater amounts should be frozen

Not to mention that ice effectively insulates the water underneath which, when coupled with the currents, keep the oceans warmer.

Water table is how deep the level of water is under certain ground, or in other words, how deep you have to dig for water in that area. right?
