Putin Woos Pakistan as Cold War Friend India Buys U.S. Arms

This is good if Pakistan is moving away from the US for defense needs.

Russia and Pakistan on Thursday signed their very first military cooperation agreement and laid out future avenues of cooperation, ending years of division over Islamabad’s close military ties with the U.S. and Moscow’s with India.

Sergei Shoigu, the first Russian defense minister to visit Pakistan since 1969, characterized his meeting with counterpart Khawaja Asif as an important step in strengthening ties between Moscow and Islamabad.

“During the meeting we agreed that bilateral military cooperation should take on a more practical orientation and enhance the combat capability of our armed forces,” news agency TASS quoted Shoigu as saying after the meeting.

Although the concrete terms of the agreement are not publicly known, Shoigu said joint naval exercises will be a key feature of future cooperation with Pakistan, as well as military officer exchanges, arms sales and counternarcotics and counterterrorism cooperation.

Behind the scenes, Shoigu may have been negotiating an important sale of Mi-35 transport helicopters to Pakistan, Yury Barmin, an expert on Russian arms sales, told The Moscow Times.

Russia approved the delivery of 20 Mi-35s to Pakistan in November, but the details still have to be negotiated, “which is probably one of the reasons why Shoigu is traveling to Pakistan a week after this informal approval was issued by Moscow,” Barmin said.

But more important than specific defense contracts are Russia’s growing strategic interests in the region, driven by security concerns shared with Pakistan — such as instability in Afghanistan following the withdrawal of U.S. troops and counterterrorism and counternarcotics efforts.

Nonetheless, Moscow will play it safe to ensure that its moves do not anger India, Russia’s main strategic partner in the region, said Pyotr Topychkanov, an analyst at the Carnegie Moscow Center.

Regional Interests
India last year purchased $3.8 billion worth of Russian arms — far ahead of the $981 million worth it purchased from the U.S., according to data from the Stockholm International Peace Research Institute (SIPRI).

Last year Russia’s recorded exports to Pakistan were much more limited, valued at a mere $22 million, according to SIPRI. The total sum is somewhat higher than this, as Russia also sells arms to Pakistan through China.

Pakistan’s reconciliation with India after decades of animosity and periodic conflict has provided a window of opportunity for Moscow to expand its relationship with Islamabad.

But according to Topychkanov, a strong relationship with India has to remain Russia’s focus in the region. “Our cooperation with Pakistan should be very specific and limited, while our cooperation with India should be much more strategic,” he said.

Security
Shared security interests are also drawing Pakistan and Russia closer together, as evidenced by Shoigu’s announcement that joint military exercises and security cooperation will become a routine feature of their bilateral relationship.

“The main purpose of these exercises is to share experience in counterterrorism, counternarcotics and anti-piracy,” Topychkanov said.

According to Barmin, the key concern driving Moscow to court Islamabad is the alarming flow of narcotics out of Afghanistan.

“Forty percent of Afghan drugs travel by sea, and a lot of it ends up in Russian ports,” Barmin said.

Also at play is Pakistan and India’s possible ascension next year to the Shanghai Cooperation Organization, an economic and military organization comprising Russia, China and several other Central Asian states.

“In the run-up to the SCO’s summit in Ufa in July 2015, Russia will be courting the two countries … and will avoid doing controversial things, such as active defense cooperation with Islamabad,” Barmin said.

agree with the keeping your eggs in different baskets but I have a slightly different approach on it although overall I am in favor of more and more relationship and warmer relationships with the Russia because there is no reason why not to have it that way.

one of the things that I read a lot over last few years is that too Pakistan should try to by military hardware from Russia in my opinion that might not be the best of ideas specially in terms of buying hardware for the Air Force of Pakistan especially buying fighter jets at cetera reason being the india n Indian Air Force and Indian military has being very old customer of russian hardware. they are very well aware of its capabilities and its weaknesses. for example about a decade ago then India vs accepting tenders for their MRCA program us submitted f 16 AZ one of the contenders Indians made the right decision to not to go for F 16 because f 16 is the plan that Pakistan has been using for a long time and Pakistan has a very good idea about its weaknesses and its strength they know how to defeat an f-16 very evil because they have had a very very strong deep experience with flying operating F 16 so eventually they went for a fighter from France because Pakistan does not know too much about the capability of the French fighter jet which gives an upper hand to India.

Well US is the biggest supporter of Pakistan by all means but Pak should do what they are supposed to do. That is, be strong and get their support from whoever necessary. This is also important because if tomorrow US abandons Pakistan as it may, Pak can still be independent and stand on its own.

But the biggest drawback is not having self-sufficiency. Yes they can get help with Russia, china, india and Yaddi Yadda Yadda but the real progress is only possible when they rely on their own products. And thats not happening.

We should have never gone against Russians, it was wrong decision and Pakistan suffered immensely. Keep good connections with everyone but don't sacrifice relation with one country for other. India has done this pretty well!

Russian President Vladimir Putin is seeking to build military ties with Pakistan as India buys more weapons from the U.S., changing an approach toward the nuclear-powered neighbors that has endured since the Cold War.

Sergei Shoigu, making the first visit by a Russian defense minister to Pakistan since the Soviet Union’s collapse, last week signed a “milestone” military cooperation agreement. The world community “wants to do business with Pakistan now,” Shoigu said, according to a Pakistan government statement.

The move comes as Putin seeks to expand relations with Asia in the face of growing isolation from the U.S. and its allies over his support for separatist rebels in Ukraine. The U.S. overtook Russia as India’s biggest weapons supplier in recent years, prompting leaders in Moscow to reassess their strategy toward South Asia.

“We’re seeing a new Russia,” C. Uday Bhaskar, director of the Delhi-based Society for Policy Studies. “With India now widening its search for defense supplies to the U.S. and Israel, Russia too wants to expand the market for its equipment. Both Russia and India are reviewing their policies.”

Putin plans to visit India next month to meet with Modi as Russia seeks to counter sanctions from the U.S. and others. Russia this month announced plans to build a second gas pipeline to China, an ally of Pakistan, in a move that would cement Putin’s policy of tilting energy exports toward Asia.

Ruble Tumbles

“China and Russia are also allying themselves, so it’s also one factor why Russia is looking toward Pakistan more cooperatively,” retired Lieutenant General Talat Masood, a former chairman of Pakistan Ordnance Factories, said by phone from Islamabad. “It’s important to be an ally of an ally.”

Russia’s gross domestic product will contract by 1.7 percent next year after stalling in 2014, with inflation rising to 8.4 percent from 7.6 percent, IHS Inc. forecasts. The ruble has fallen about 28 percent against the U.S. dollar this year, the worst performance among 24 emerging market currencies tracked by Bloomberg.

Russia and the Soviet Union have been India’s biggest weapons suppliers, accounting for about 70 percent of its arms imports since 1950, according to data compiled by the Stockholm International Peace Research Institute. Pakistan, by contrast, has received only 2 percent of its weapons from Russia and the Soviet Union in that time, with the majority provided by the U.S. and China, the data show.

‘Critical Juncture’

Russia and Pakistan plan to increase port calls of warships, cooperate in fighting terrorism and help stabilize Afghanistan, Russian state news service Tass reported. Shoigu also met Pakistani Prime Minister Nawaz Sharif, who said steps were needed to boost the $542 million of bilateral trade between the two nations, according to the state-run Pakistan Broadcasting Corp.

“Shoigu’s visit has come at a very critical juncture when U.S.-led NATO forces are drawing down from Afghanistan by the end of 2014,” Pakistan’s government said in a statement. “Apart from promoting bilateral defense relations, the visit will enable both countries to join hands in bringing peace and stability in the region.”

It’s important for countries to balance ties between India and Pakistan, which have fought three wars since they were split after British rule ended in 1947. U.S. President Barack Obama called Pakistani leader Sharif last week, shortly after accepting an invitation from Modi to attend India’s Republic Day parade on Jan. 26.

U.S. Weapons

The U.S. surpassed Russia as India’s top supplier of defense equipment in the three years to March, according to figures submitted to parliament in August. They were followed by France and Israel.

Prime Minister Narendra Modi is seeking to modernize India’s armed forces and shift toward more domestic production to reduce reliance on imports.

Two days ago, India approved a 158 billion-rupee ($2.5 billion) purchase of artillery, the first acquisition of large-caliber guns since the 1980s. If a foreign manufacturer wins the tender, the first 100 pieces will be imported and the remaining 714 will be made in India through technology transfer.

Alexander Kadakin, Russia’s ambassador in New Delhi, told the Press Trust of India last month that “there is zero technology coming from the U.S. to India,” whereas Russia is building a nuclear power plant and fighter jets with India.

He has also questioned India’s fairness in awarding defense contracts, telling the Hindustan Times last year “we know what gimmicks are used to manipulate deals.” He said that Russia has always stood by India and losing its position as the country’s top weapons supplier “causes damage to our reputation.”

Kadakin earlier this year dismissed concerns that Russia was changing its policy toward India in discussing the sale of Mi-35 defense helicopters to Pakistan. “Nothing will be done that will be detrimental to the deep relationship with India,” Press Trust of India quoted Kadakin as saying.
