I think that the proper interpretation of Islam is that women should cover their body well. If God had wanted us to cover our hair, why didn't he say it in the Quran?

The Quran doesn't refer directly to covering hair rather it says the women should take long chader and take it across their faces. (i'm not sure if this is the exact translation of the ayat but i do remeber reading over some verse like that).
i'll find the exact verse and refer to it later on.

The word for the article of clothing is khimar, and this article of clothing just means cloth, not head covering. Perhaps at the time women did cover there heads, but didn't the men, too, because of the desert sun? Does that mean men must keep covering their head? I think if God had wanted women to cover their heads, he would have specifically stated it in the Quran.
I think the command to cover the breasts is quite appropriate, because I think women did not necessarily do that at the time. And now some women are starting not to do it again, so it is once again very applicable!

You are misleading people and are committing a bigger sin by doing that sister. Beleive it or not there is sawab for every woman who observes pardah.
If you dont do it then thats fine but dont preach it to others. and take away the sawab from the ones who have some sharam o'hya left and are pious enough to observe it.

It all depends on how you are raised...how your mother and other female reletives dress and if they have pardah or if they cover up....it all starts from home.
As of guys touching in public..well those are just cheap shots...they ll go for anyone even their sisters. :)

1)Quran does not say anything about covering the face - so, you are correct!
2)Why women still cover their faces ?
i)They do as a sign of Taqwah, Allah-consciousness; It also shows modesty as per the verse [an-Nur 24:31]which I have quoted below for Zara; excerpts like: '....they should lower their gaze and guard their modesty'.......'and not display their beauty except to their husbands.'
ii)Other reasons could be: instructions to do so from husband or father.
iii)it provides the women sense of security - specially from the roving eyes of strangers.

Answer to your your concern/question is a bit tricky:

[an-Nur 24:30-31] "Say to the believing man that they should lower their gaze and guard their modesty; that will make for greater purity for them; and Allah is well acquainted with all that they do. And say to the believing women that they should lower their gaze and guard their modesty; and that they should not display their beauty and ornaments except what must ordinarily appear thereof; that they should draw their veils over their bosoms and not display their beauty except to their husbands..."
Two things can be understood from this verse:
1)The verse ASSUMES a woman to be already wearing a head covering henceforth, the woman is obligated to wear the head covering.
2)The Verse DOES say "..they should draw their veils over their bosoms .."
Arab women (and men) routinely wore head coverings to ward off the effects of the desert sun. In this verse, women are commanded to bring their head coverings forward to cover their bosoms as opposed to letting it fall behind their shoulders.
Another verse[al-Ahzab 33:59] corroborates the above verse:
[al-Ahzab 33:59]"O Prophet, tell your wives and daughters and the believing women to draw their outer garments around them (when they go out or are among men). That is better in order that they may be known (to be Muslims) and not annoyed..."
Quran also commands modesty from the Men:
[an-Nur 24:30] "Tell the believing men to lower their gaze and be modest. That is purer for them. Lo! Allah is aware of what they do."

The word khimar is often times translated as veils, although if you look it up in a dictionary, I believe it means cover, so the verse is asking women to cast their cover over their bosoms.

Though, the fuqaha' stated that in certain situations, women are permitted to uncover
their faces in front of non-mahram men when it is necessary to do so, and it is permitted for those men to look at them, provided that this do not go beyond the bounds of what is necessary, because what is permitted on the grounds of necessity should not be exaggerated.

- Business dealings
- Medical treatment
- In court (if she is one of the parties or giving testimony)
- In front of mature boys who feel no physical desire
- In front of the man who has no desire
- Old women who are past marriageable age
- Hajj and `Umrah
- Compulsion (Laws in non-Islamic countries prohibiting them to cover their face).
And Kashmiri Kalli, men are pigs (unfortunately, most of them are proud of it). So sorry about that on behalf of some of them who are not pigs.

Everything that you have quoted which is in parentheses is actually interpretation added in rather than translation. That is why it is in parentheses. You got that from a Saudi translation, right? The way it would read without the parenthesis is:
"O Prophet! Tell your wives and your daughters and the women of the believers to draw their cloaks all over their bodies. That will be better, that they should be known so as not to be annoyed. And Allaah is Ever Oft-Forgiving, Most Merciful."
Compare that translation to others and you will see what I mean. There is no mention of covering the face.
