ANy of you read that paragraph? It's a bit silly having a plan which says X amounts of water will come. In lay men terms:
x = indus, y = punjab and z= sindh
x = y + z
x + 4 = (y + z) + 4
assuming you have a surplus of 4 in the above eample do you let it run into the sea or maybe would be better of using it?
their is a temr in the military known as 'dont plan a plan' meanding you cant predict what is going to happen. So leave maximum room for manouver.
