Ummmm… start by building human capital there? I remember a Baluch sardar’s interview on TV a few years ago. He asked a question from the government on national TV. He wanted to know exactly which sardar, out of the 23 most influential ones, has ever resisted opening of a school/college in his area? He could tell one sardar had issues with a co-education school in his area and that’s that.

If government can go in and explore for natural resources regardless of resistance from local tribal chiefs, why can’t they do it when it comes to opening schools and hospitals there? We (the other provinces) claim sovereignty over Baluchistan when it comes to rights of exploiting resources but blame sardari system when it comes to our duties of ensuring equitable development in all regions of Pakistan.
