Re: Provincial autonomy and concurrent lists
Zakk:
I’ve never understood this peculiar mindset in Pakistan..yes local government does improve service delivery to people..but that really isn’t the pro babus problem..give the provinces their rights and let them decide how to deal with local issues..if they are smart they will devolve powers..if they aren’t they won’t, the complaints about what provinces do with their powers.. is a classic case of ignoring ones own faults and complaining about someone elses..
The LG excuse is also an example of distraction done by fauji governments in particular..Ayub held LG elections of sorts..to create a support base he could manipulate (which he did ensuring the founder of our Nations sister lost a rigged election), Zia held local elections using the accountability excuse ..and then creating a generation of corrupt politicians like the Nawaz Sharifs of this world..finally Mush did the same promising devolution to the provinces would happen once his LG system was kicking, now I can say with confidence a new generation of corrupt has been created in the recent elections and the promise of provincial rights has been forgotten once again..
You are talking about provincial rights yet you forget local rights!
Feds need to give power to provincials and provincials need to give it to locals!
For example, in Pak there is senate on national level yet nothing of that sort on provincial level so in sindh in cities like karachi, they don’t fair representation in a senate as sindhis will edge them (being the population of rural sindh).
