Jinnah was a very pro-indian federation person and you go ask your indian analysts like Paraful Bidwai among others who will tell you that it was wrong of Nehru and Sardar Patel to not allow provincial autonomy back then (fully centralized indian administration they wanted which showed up when they tried to impose one language in the country as indians say).
Had they agreed to the demands of Jinnah about more autonomy for E. and W. Pakistan (then india) then Partition wouldn’t happen!
