in the western countries the age may have to be a bit older but in poorer parts of the world, or where children are allowed to venture out earlier, where children grow that bit faster a similar age is still good in my opinion
for richer kids of the modern age about 10 or 11,at this age i think they are capable of marriage but these children are not geared/expectant towards marriage early. capability and gearing are two different facets. both should be for marriage for it to work
however to answer your question directly yes i would accept and wish all the best to a married couple, involving a 40 year old man, and a 9 year old girl who has entered natures adulthood, who have been given consent by the brides father to marry
