177 also says that the president is bound by Chief justices recommendations and if he has to reject them he gives valid reasons. None given here. Furthermore he cannot appoint judges without consulting the chief justice.

thats what I am saying BOTH Are wrong.
SJ should ONLY send summary of senior most judge to appoint (as per SC's ruling)
GOVT should accept he summary
is the way to go !
