Imposition of equalization surcharge is one of the conditions of IMF.

ISLAMABAD (Dunya News) – According to the notification issued by the Ministry of Water and Power, the government has imposed fresh taxes on the consumers in the name of equalization (EQ) surcharge, Dunya News reported.
30 paisa per unit would be received through the new surcharge that is likely to pull Rs 4 billion per month. The equalization surcharge is to be applied to all the consumers except Karachi Electric Supply Company (KESC).

EQ surcharge is being imposed in the wake of payments’ interruption. Consumers are to pay for the interest caused by the delay in liabilities to the power plants.

Imposition of EQ surcharge is one of the conditionalities of International Monetary Fund (IMF).

the only way Pakistan is going to get relief on electricity front is when they will shift their power base on hydel and coal... till then even if IK comes to power the tariff is going to be increased...

^^^ It is true that Pakistan has to start producing cheap electricity, but producing cheap electricity is not the problem. Many countries are producing electricity using expensive diesels as Pakistan do (for instance, Bangla-Desh, India, Sri-Lanka, and so on). Problem is corruption that has many names in Pakistan, including line losses, not paying bills by influential (like Thug Nawaz), stealing electricity, rewarding friends, nepotism even in billing and giving faulty connections, and so on.

Remedy is easy and it would come when people like Thug Nawaz would be thrown out of power (preferably, hanged and his entire family illegal assets confiscated) then we get a patriotic person as Prime Minister (or chief executive), who instead of looting and plundering Pakistan, starts thinking about people and serving Pakistan.

Bangla-Desh is a flat country and has no opportunity to produce hydro-electric nor they have nuclear power generation. Most of their electric production is using fossil fuel that they import. They do produce a small amount of gas, but not as much as Pakistan. They also do not have country like Iran next door where they can get cheap gas if they want to. When they import fossil fuel (gas or oil), due to distance it cost them much more than Pakistan. Their leaders are also not international bhekari and hope that they can get fuel at concession rates from Middle east. … Anyhow, these Bhekari and choor leaders of Pakistan are vampires who suck blood of Pakistani poor so that they can steal and accumulate wealth of all kinds abroad (outside Pakistan)

So … let see what price they sell electricity to consumers?

I am giving you this news that is quite recent … dated 14 march 2014 (so … please do not think what is in the news relates to something years ago).

Article sats that … electricity tariff in March 2014 (6 months ago) increased from 5.75 Taka per unit to 6.15 Taka per unit … but tariff of consumers using less than 50 units pay very little (almost negligible) and their tariff has not increased, nor electricity tariff used for agriculture purpose.

Bangladesh Energy Regulatory Commission (BERC) has increased the retail power tariff by 6.96% per unit (kilowatt-hour) on an average, with the price rising from Tk5.75 to Tk6.15; a price hike of Tk0.40.

After much debate, the BERC has also introduced a new slab of “lifeline tariff” for domestic power users who consume between 1-50 units. For this group of consumers, the power price was not increased; meaning a consumer would have to pay between Tk100-Tk167 monthly to use 1-50 units of electricity.
The tariff will also stay unchanged for the consumers using electricity for agricultural purposes.

Following last week’s public hearing on the proposed hikes, BERC Chairman AR Khan made the announcement yesterday at the commission office in the city’s Karwan Bazar. BERC members Salim Mahmud and Delwar Hossain were also present during the announcement of the new tariff.

The new tariff – which was announced without introducing any subsidy – will come into effect from the current billing month.

This is the first time power prices have been hiked since the Awami League-led government took office in January.

At present, there are nine consumer groups, while there are six slabs for domestic consumers.

Consumers and the Rural Electrification Board (REB) had earlier proposed for the “lifeline tariff” during the public hearing.

Since 2009, the BERC had increased bulk and retail tariffs for eleven times. In the latest increment made in September 2012, retail power price rose by 15%, and bulk-level prices rose by 17%.

With yesterday’s announcement of price hike, Dhaka Electric Supply Company Ltd (Desco) is expected to make Tk123.67 crore in profits, the maximum among the five power suppliers.

The company suffering the most from the latest tariffs would be Power Development Board (PDB), with losses estimated at Tk81 lakh.

The highest tariff hike of 7.69% per unit was made for the consumers of the Dhaka Power Distribution Company (DPDC), while the lowest increase of 5.41% came for the REB consumers.

During the hearing, the PDB asked for increasing guarantee money, and the REB demanded hike for minimum bill, service charge, demand-charge and delay-charge; but the commission declined all their requests.

The five power distributors – the PDB, the REB, Desco, the DPDC, and West Zone Power Distribution Company – supplies power to around 1.4 crore consumers across the country.

Md Abdul Karim, a consumer under the REB Satkhira Palli Bidyut Samity (PBS), welcomed the new lifeline tariff slab and said the move would benefit consumers at the rural level.

BERC Chairman AR Khan said the commission made its decision after considering the interest of all consumers, as well as keeping in mind the socioeconomic impact of the move. The BERC also considered on ensuring that the hike did not have a negative impact on the poor, while considering the impact of agriculture in the national economy, he added.

The price was hiked to coordinate the operational losses by the power distribution companies, AR Khan said.

The consumers would not refuse to pay higher prices if quality service was provided, the BERC chairman expressed hopes.

Brig Gen Moin Uddin, chairman of the REB, said a greater price increase would have benefitted the REB, as 60 of its 72 PBSs were currently suffering losses.

He also urged the government to consider introducing subsidies for the PBSs.
Along with the domestic consumers, the power tariff was also increased for small industries, non-residential, commercial and offices, medium voltage (11kV general use), extra high voltage (132kV general use), high tension (33kV general use), and street light and water. The hikes for these groups ranged between 1.53% and 13.02%.

Meanwhile, the BNP and different left-leaning parties including the Communist Party of Bangladesh condemned the latest power price hike.

^^^ Compare above (Bangla-desh) tariff with Pakistan tariff a year ago … that has recently hiked again … so, here is old tariff (much lower than present tariff). That comes to ~Rs 17 per unit. Plus, most Pakistanis receive exaggerated bills … some who should get Rs 2000 electricity bill per month (at this exaggerated tariff) regularly receive Rs 3000 to Rs 5000 per month … and in rare cases they could even receive Rs 20000 to Rs 200000 … then have to bribe to get that un-affordable bill reduced.

Note: What I remember, during Musharraf period … Pakistan electricity tariff was lower than Bangla-Desh … but then, we had honest person in power, not choor and thugs who followed Musharraf]

ISLAMABAD: Top government and energy decision-makers on Monday put their heads together to discuss the electricity tariff rationalisation plans based on multiple options but rates for industries were almost sure to jump over Rs17 per unit.

The discussions are to be finalised and a report presented to Prime Minister Mian Nawaz Sharif, who is to announce it in the energy policy sometime next week after holding the moot of all heads of parliamentary parties on national security.

Chaired by Finance Minister Senator Ishaq Dar, the energy committee meeting attended by Ahsan Iqbal, Federal Minister for Planning and Development, Dr. Musadak Malik, Special Assistant to the Prime Minister, Shaukat Fayyaz Tareen, and senior officials of the Ministries of Water and Power and Finance worked out the definition of power consumers who deserve subsidised tariff and decided to model the various options on tariff rationalisation under which the burden of subsidy would be passed on to commercial, industrial and bulk consumers, one of the participants of the meeting told The News.participant of the meeting confided to The News.

Under the tariff rationalization plan, he said, the tariff will be increased for industrial, commercial and bulk consumers in the current month of July in such a way that they should not go for alternate sources to generate electricity on their own.

“The brainy members of the committee want the said categories of the consumers to utilize the electricity with raised tariff but acceptable to them to refrain them from not exploring alternate sources to generate electric power.”

In case they, he argued, start generating electricity on their own, then the government would suffer the loss most in terms of revenue.The domestic consumers use 46 percent of the total subsidy, industrial consumers 29 percent, agriculture 12 percent, commercial consumers 7 percent and AJK and bulk consumers’ 3 percent each.

Every month the circular debt increases by Rs50-60 billion and for the current financial year the circular debt is projected at Rs430 billion if the electricity units are produced as generated in the last financial year. In case the generation is increased then circular debt may cross the Rs500 billion marks. “So the implementation of tariff rationalization plan is inevitable.”

Under the plan, the power tariff is estimated to hike up to over Rs17 per unit from existing Rs9-12 per unit for industrial consumers and the raised tariff will vary for commercial consumers with minimum raise to Rs14-15 per unit and maximum raise to Rs15-16 per unit from existing tariff of almost Rs12.30 per unit.

Likewise the tariff for bulk consumers is estimated to increase by Rs4-5 per unit.The tariff rationalization for domestic sector would be implemented somewhere in the month of October. The experts had earlier worked out the consumers who utilize 300 units in a month will be exempted from the raise in tariff, but in the meeting, it was assessed that the huge subsidy of 84 percent is eaten up by the category of the consumers fall under the slab of 0-300 units.

In the meeting it was also mentioned that the consumers who consume electricity units up to 300 in a month also use the ACs off and on and those who use ACs does not deserve subsidized tariff.

The committee has shown its inclination that the consumers who use 200 units should be not affected with the raise in power tariff. However, the power tariff for 300 unit consumer would be increased to some extent by almost Rs1 per unit.

However, tariff will increase by Rs2-4 for consumers from above 300 units to over 1000 units. The Nepra had determined the tariff at Rs14.67 per unit whereas the notified tariff stands at Rs8.87 per unit owing to which the huge tariff subsidy of over Rs350 billion was extended in last year and this time out of which the government will extend some subsidy to the consumers and the burden of the remaining subsidy will be passed in the industrial, commercial and bulk consumers.

However, the press release issued by the Finance Minister about the energy committee meeting did not mention even a single word about the tariff rationalization plan.

It just says that as instructed by Prime Minister Mian Mohammad Nawaz Sharif, a meeting of the Energy Committee was convened under the chairmanship of Finance Minister Senator Ishaq Dar at the Finance Minister’s Office here on Monday, to review the arrangements made to implement his directions to ensure that no load-management is undertaken during the month of Ramazan during Sehar, Iftar and Taraweeh.

The meeting was informed that uninterrupted supply of electricity would be ensured throughout the country during Ramazan from 0230 hours to 430 hours (Sehar), 1830 hours to 2000 hours (Iftar) and 2100 hours to 2230 hours for (Taraweeh). In this connection a comprehensive plan chalked out by the Ministry of Water and Power for its implementation was provided to the members of the Energy Committee.

The Secretary Water and Power Anwar Ahmad Khan informed the meeting that extensive meetings have been held with power companies to ensure that the implementation of instructions of the prime minister are carried out in letter and spirit.

Senator Ishaq Dar also informed the meeting that the Executive Committee of National Economic Council (ECNEC) in its meeting held on Thursday, July 4 2013 approved four power projects having a total generation capacity of 3511 MW. These include two nuclear energy projects in Karachi, Nandipur Combined Cycle Project in Punjab and Neelum Jhelum Hydropower Project in Azad Jammu and Kashmir.

The Finance Minister expressed the hope that with the completion of these projects not only a sizeable addition of 3511MW would be made in the national grid but these would also produce affordable and cheaper electricity.

The Finance Minister directed that these projects should now be reflected in the projections made by the Ministry of Water and Power which should monitor its progress.

The Finance Minister said that the government had taken a bold decision and already cleared circular debt of Rs322 billion to settle outstanding dues of the private power producers. The Ministry of Water and Power should now vigorously pursue the private producers to provide additional 1700MW in the national grid as promised by them, so that a visible relief can be felt by the common man, he emphasized.

The Energy Committee also reviewed the overall supply and demand position in the country and directed the Ministry of Water and Power to address operational inefficiencies on war footings.

Pakistan electricity tariff from 2006 (that was same in 2007) … to 2009. One can see that average tariff was Rs 3.33 to Rs 4.67 (max) … or much less than Rs 5 per unit during Musharraf period … that corrupt thugs ‘Zardari and Nawaz’ have increased to over Rs 17 per unit today. Actually, fact is that Gullu Thug Nawaz is worse than Zardari, even though he is corrupt and his ministers tried to make money from electricity too, still kept the price of electricity reasonably controlled.

In the chart below, tariff recommended by NEPRA, cost to customers (determined by Government of Pakistan) and subsidy (over NEPRA recommendation) … all is given for different distributors … across different distribution networks. We should know that NEPRA recommendation includes profit of companies producing electricity.

Nandipur type projects will go a long way in alleviating the problems the people are facing. 1-2 similar projects will resolve the issue? When is chichu ki Malian power project coming online. I'll remind our friend asking kpk government what they have done that the crisis is due to those governments who ruled the country in the 90s.

KPK is working on more than 300+ micro hydel projects, designed to provide off-grid power to villages and remote areas. Most of them will be functional in 2 to 3 years. This despite the fact that KPK already produces excess power.

As for the power surcharge imposed by the govt, it is done simply to fulfill IMF demands for more loan....nothing to do with power generation.

no matter what govt in power, the tariff we have ever increasing tariffs and only way to get out of this is to produce cheap electricity using coal and hydro. KPK has have largest potential to generate such projects, but have done very little or nothing to get it done. I personally worked on project to produce 900 MW run of river project, the total investment was from private sector but then Mushy govt gave us cold shoulder, then Zardari govt made excuse of 17 amendment and now this project is seen no where in this KPK's govt list.

there are few others like this, and all together these projects can produce more than what Tarbela and Mangla are producing, meaning can double the hydel power production but nothing has been done on ground apart from blame game...

the micro power projects was initially planned by ANP govt and they did very little to get it functional, so far KPK's current govt is also seems to be ignoring it...

as for KPK producing excess electricity, it is mainly due to Tarbela which is federal project... i don't want to go into details as it have been discussed zillion times here...

Just to let you know, KPK is still Part of Pakistan and it cannot say that just because I produce more than my need, i don't have to produce any more.. but blinded with hatred, you are bound to say this

The expensive electricity has got nothing to do with power availability. This is the direct consequence of expensive power generation. What relief can one expect when most of the electricity in the country is produced through oil. The party which was crying hoarse over RPPs is producing electricity via nandipur at the rate of red 40/unit that after spending 87 billions on the project. Who will pay for these blunders? You guessed it right, the same people who will have to pay the recent increase. Now let's get back to the business of bashing kpk for this.

Pakistan produces electricity in projects like nandipur at rs 40/unit and then charges the customers rs 20/unit which is only possible through subsidies. The regional countries are charging their consumers between 5-7 rs/unit. This is where the issue is. This results in circular debt and load shedding. Pakistan is ruled by baboons who can't think beyond their noses. It's the policy making during the past three decades which has brought us here.

Where did I mention Punjab stealing electricity in my post? And ANP govt had a handful projects planned...none implemented. PTI has planned 300+ microhydel projects...a few are already in the works. that is, if you read anything other than jang group.

I simply stated that KPK is working on 300+ new projects despite already producing excess power. The hatred part was a figment of your imagination which is always in overdrive.
