According to secular law the minimum age of marriage is 16, so they can’t get married before this age even if they are ready for marriage [physically and mentally]. [though they can have sex outside marriage and become single mothers].

Secular law or religious law, I dont think STP’s notion about women being married off when they reach puberty is very civilized.
