Everything wrong with the above departments could have been corrected in Military's overt and covert rule. They did not attempt to correct them, but rather encouraged corrupt judges and bureaucrats. No blame to military? At least accept half of it.
These departments did not go bad in last few years. It is the result of decades of misrule and mismanagement.
About the politicians... they are bad, but still raised and backed by military. No blame to military?

Rich & Powerful (and generally corrupt) Pakistanis are ruling Pakistan - with a complete disconnect from the general public. **
You perhaps hold Military responsible; I hold all that have ruled (read misruled) responsible for deterioration in every sector.
However, I believe that Zia and his legacy (not that any one could be proud of) administered steroids to decay the institutions.
I have stated it before, and stating it again; that I have seen, read, and *am in possession of number of blueprints of the plans for creating anarchy, institutionalizing corruption, and just enough destabilizing the country so brutal rule could be extended.

That, included so many things; from official smuggling through NLC, to giving kickbacks / bribes to any person in power, and then blackmailing him/her in future for ruler's benefits. Several of IGP's were given authority to act as " chief of hit squads " and out of court settling of scores were done by both; N$, Jam Sadiq, S$ and so many more. Then the same rulers bought Judges, and if Sajjad Ali Shah sold his soul, he would have been President instead of being attacked in Supreme Court by current ruling party. Ship breaking industry was not destroyed by Military, it was by a political man for his foundry. And there are a gazillions of things that one can write about.
All this was not orchestrated by Military; but because political leadership is always on sale; someone will obviously buy them.
It's just like going to a huge mall where everything is on sale; people do buy just because it's on sale not always because they want to buy.
