Filmi songs are generally considered low-grade poetry. There was time, when poets like Sahir Ludhyanwi, Qateel Shifai, Kaifi Azmi, etc wrote filmi songs and that established a standard for filmi poetry for long time.

yes the background (relationship of a Syed Bulleh Shah and an Arain Shaikh Inayat) is necessary to enjoy these lines. Other wise, overall lyrics convey the message.
