Blasphemy law creates an environment of intolerance which leads to such acts.
The same way a lack of laws on proper Taxation creates an environment that promotes tax evasion.

This probably is egg vs chicken scenario. Blasphemy law was created as result of hostile actions/threats by extremist mullas.
