Best approach is usually to ask the host as to when they actually expect the guests. Some hosts are very punctual. While some have a built-in tardiness factored in.

While the thread is on weddings, this trend is in all functions. Interestingly, its not that people are trying to be there on time and just get delayed due to some last minute problems. In many instances people look at the invitation and decide when they want to show up. The reason almost always is 'thats when everyone else will come too'. So its a vicious cycle on a mass scale. The only way to break it is one person at a time.

Like others have said, if you are punctual and gain a reputation of starting your functions on time, then after a few times, your guests will wisen up and be on time. If you are a guest, however, you may want to coordinate your arrival with your host. The worst part is not that you arrived early. Rather it is, that the next guest after you, shows up 1.5 hours later, and then a steady stream of guests start pouring in. Ofocurse, if you had arrived on time to make a point, then thats a splendid way to make it.
