Lashkar-e-Taiba, the Pakistan-based group widely believed to be behind the Mumbai terror attacks, remains largely intact and determined to strike India again, The New York Times has reported citing current and former members of the group and intelligence officials.


KARACHI, Pakistan — Ten months after the devastating attacks in Mumbai by Pakistan-based militants, the group behind the assault remains largely intact and determined to strike India again, according to current and former members of the group, Lashkar-e-Taiba, and intelligence officials.

Despite pledges from Pakistan to dismantle militant groups operating on its soil, and the arrest of a handful of operatives, Lashkar has persisted, even flourished, since 10 recruits killed 163 people in a rampage through Mumbai, India’s financial capital, last November.

Indian and Pakistani dossiers on the Mumbai investigations, copies of which were obtained by The New York Times, offer a detailed picture of the operations of a Lashkar network that spans Pakistan. It included four houses and two training camps here in this sprawling southern port city that were used to prepare the attacks.

Among the organizers, the Pakistani document says, was Hammad Amin Sadiq, a homeopathic pharmacist, who arranged bank accounts and secured supplies. He and six others begin their formal trial on Saturday in Pakistan, though Indian authorities say the prosecution stops well short of top Lashkar leaders.

Indeed, Lashkar’s broader network endures, and can be mobilized quickly for elaborate attacks with relatively few resources, according to a dozen current and former Lashkar militants and intelligence officials from the United States, Europe, India and Pakistan.

In interviews with The Times, they presented a troubling portrait of Lashkar’s capabilities, its popularity in Pakistan and the support it has received from former officials of Pakistan’s military and intelligence establishment.
Pakistan’s chief spy agency, the Inter-Services Intelligence directorate, or ISI, helped create Lashkar two decades ago to challenge Indian control in Kashmir, the disputed territory that lies at the heart of the conflict between the nuclear-armed neighbors.

Pakistani officials say that after Sept. 11, 2001, they broke their contacts with the group. No credible evidence has emerged of Pakistani government involvement in the Mumbai attacks, according to an American law enforcement official.

But a senior American intelligence official said the ISI was believed to maintain ties with Lashkar. Four Lashkar members, interviewed individually, said only a thin distance separated Lashkar and the ISI, bridged by former ISI and military officials.

One highly placed Lashkar militant said the Mumbai attackers were part of groups trained by former Pakistani military and intelligence officials at Lashkar camps. Others had direct knowledge that retired army and ISI officials trained Lashkar recruits as late as last year.

“Some people of the ISI knew about the plan and closed their eyes,” said one senior Lashkar operative in Karachi who said he had met some of the gunmen before they left for the Mumbai assault, though he did not know what their mission would be.

The intelligence officials interviewed insisted on anonymity while discussing classified information. The current and former Lashkar militants did not want their names used for fear of antagonizing others in the group or Pakistani authorities.

But by all accounts Lashkar’s network, though dormant, remains alive, and the possibility that it could strike India again makes Lashkar a wild card in one of the most volatile regions of the world.

India and Pakistan have fought three wars since they were created by the bloody partition of British India in 1947. Whether they begin again the long journey toward peace or find themselves eyeball to eyeball, nuclear arms at the ready, depends in no small measure on the actions of this shadowy group.
A new attack could reverberate widely through the region and revive nagging questions about Pakistan’s commitment to stamp out the militant groups that use its territory.

It could also dangerously complicate the Obama administration’s efforts in Afghanistan. Success there depends in part on avoiding open conflict between India and Pakistan, so that Pakistan’s military can focus on battling the Taliban insurgents who base themselves in Pakistan.

Even so, American diplomatic efforts to improve India-Pakistan relations have been stillborn. So delicate is the Kashmir issue that Indian officials bridle at any hint of American mediation.

Meeting on the sidelines of the United Nations General Assembly, the two sides failed to restart talks last weekend, with India demanding greater steps by Pakistan to prosecute those responsible for the Mumbai attacks.
The dossiers show that at the level of the police, the two countries can cooperate, and have exchanged DNA evidence, photographs and items found with the attackers to piece together a detailed portrait of the Mumbai plot.

It seems that everytime there is a start to the peace process there is always news like this. Not that I mind anyway, the peace process between India and Pakistan is defunct until India agrees to implement the right to Self-determination in Kashmir.

The *NYT *got a look at Indian and Pakistani documents of the investigations relating to the Mumbai attacks that killed 163 people and concludes that the group responsible, Lashkar-e-Taiba still runs a massive operation inside Pakistan. The paper also talks to current and former militants, as well as intelligence officials, to conclude that the network of militants can be put into motion quickly, and its leaders are still determined to attack India. Although Pakistan's chief spy agency claims to have cut all ties with Lashkar in the last few years, members of the group say that division is mostly an illusion since former intelligence officers and military officials play an integral part in the group. The dossiers obtained by the *NYT *disturbingly show that while the two countries claim to be cooperating on the investigation, the truth is that the Pakistani and Indian intelligence services can't even speak to each other. To be fair, Pakistan has arrested seven men linked to the attack, but has let go the founder of the group, Hafiz Saeed, whom Indian and Western officials believe masterminded the attack. American officials see it as pretty much a given that Lashkar is planning new attacks.

In these times of recession, USA and other western countries cannot afford the friendship of India and Pakistan, they need to sell all the arms and war-fixtures they have and that is in big quantities, so they have to have these kind of reports and elements to sabotage any peace process...

The thing is if the leadership is self-centered and stupid, then they will always fell for this kind of attitude and will never solve the problems of the common man, the commission, kick-backs and base-less slogans and war like situation is the only thing these leaders can do...

Who needs a faulty peace process that does not center on the core issue of dispute for Pakistan & India? I am pessimistic about any peace overtures as the sincerity of the Indian side can never be confirmed when the Kashmir issue is sidelined.

Use common sense. How can you have peace when one side wants to take the other side’s territory? Pakistan does not have the power to take Kashmir so it should forfeit claims to it for the sake of peace. It can then tether itself to the rising giants China and India economically and in the process lift itself up. Pakistan does more trade with Afghanistan than India. That is ridiculous!

But yeah, the US’s $14 trillion economy is dependent on selling a few jets to Pakistan and India.

I would like Kashmiris to have a chance to determine their own fate but let’s face it: India will never allow such a vote. No country would allow a vote on secession. Would Pakistan allow Baluchistan or Wazirstan to hold such a vote? Canada did but then said if even if Quebec voted to secede it would not be allowed to leave Canada.

In theory the international community could pressure India to hold a vote through sanctions but that is both unlikely to happen and unlikely to work. Countries will not cede land. Besides, the UN would never impose such sanctions because of the precedent that would set. If India must be forced to allow a vote on secession what about the others of Russia and China that want to secede (which means an automatic veto from both nations, end of the issue at the UN)? What about Baluchistan in Pakistan, the Kurdish areas in Iran, Iraq, and Turkey, South Ossetia in Georgia, the Basque region in Spain and so on. Would the UN then impose sanctions to hold votes in all these places? I doubt it. Anyway, Russia and China would veto any such resolution so there is no hope of forcing India to hold a vote.

The other option is to take it with force. This is impossible. India is far stronger than Pakistan. Its military budget is $33 billion, Pakistan’s is $8 billion. It has a far larger economy, far more resources, far more people, etc. There is no way Pakistan can beat India in a conventional war. Suppose that by some miracle Pakistan did beat India and take Kashmir. Is that worth the risk of nuclear retaliation by India? Is Kashmir worth losing Karachi, Lahore, Islamabad, etc.?

The problem is any leader who gave up on Kashmir would be toppled in Pakistan so it will remain a costly and dangerous catch 22.

Both India and Pakistan governments should put aside all other issues and focus on getting rid of these terrorist monsters whose perverted sense of jihad has been consuming innocent lives for too long.

One of the stated goals of these groups is to attack India again. It isn't as if the NYT is making this up. It is funny how Islamists openly state their evil goals (just like Hitler and the Nazi's did) yet many Muslims with Stockholm Syndrome keep denying the worst aspects of Islamist ideology as being myths. For instance, Mawdudi, the godfather of South Asian Islamists in the 1920's (long before Israel existed, long before the US was a superpower), wanted a "jihad" to implement sharia worldwide (and non-Muslims would be given inferior rights, converts out of Islam executed).

Why would I search about India? This is a Pakistan-oriented forum. India also does not have bases where people are plotting to blow up skyscrapers and courthouses in my country and it is not where my parents are from so I have far less interest in India than in Pakistan.

If there is to be any dialogue with these people in the future, it must start at Kashmir. If you cant resolve that, then everything else is redundant.

Meanwhile, freedom fighters will continue to undermine whatever progress is made, so long as the KAshmir issue remains unresolved.

It is a big deal for any Pakistan government to give up their Kashmir case openly, therefore they will continue doing the periodic incursion such as this through ISI sponsored terrorists. India should simply get help from Israel and USA to better border security and make it increasingly difficult for these border crossings.
