MULTAN, Pakistan — A tribal council in Pakistan has ordered the betrothal of a 2-year-old girl to a man 40 years older to punish her uncle for an alleged affair with the man’s wife, police said Monday.

The council decreed the girl must marry 42-year-old Mohammed Altaf, her uncle’s cousin, when she turns 18, police said.

Altaf, a farmer, divorced his 32-year-old wife over her alleged love affair with his 20-year-old cousin, Mohammed Akmal. Akmal, a bachelor and also a farmer, has no children.

Altaf asked tribal elders in the village of Kacha Chohan, about 330 kms west of the city of Multan in Punjab province, to convene a panchayat, or council, on Feb 15 to arbitrate and propose a punishment. As punishment, the elders ordered the girl’s betrothal and ruled Akmal should also pay a $3,800 fine to the husband.

Village councils in conservative rural regions of Pakistan traditionally rule on local disputes including those involving a family’s “honor” purportedly being besmirched by allegations of improper sexual behavior. The councils can dictate harsh — and sometimes illegal — punishments.

In 2002, another village council near Multan ordered a woman gang-raped as punishment for her brother’s sexual relations with another woman. A court later convicted six men who perpetrated the rape and sentenced them to death. They are appealing the sentences.

Police chief Maqsoodul Hassan said an investigation has been started into the case involving the 2-year-old girl, but they have made no arrests as no one had filed a complaint.

Rashid Rahman, a lawyer and Multan-based coordinator with the independent Human Rights Commission of Pakistan, condemned the village council’s decision.

“These types of panchayats are illegal and nobody has the right to take a decision about a child’s life,” he said. “This country has its legal system and all decisions should be taken under it.”

He said that the betrothal of a minor did not itself break the law, but forcing a woman to marry against her will carried a maximum 14-year jail sentence. Underage marriage is also illegal but is only punishable by a fine. (Wire reports)

oh my god...well that makes pakistan look very in the eyes of the world...My suggestion (if only i could do it) kill all the members of this jaaahil tribal council...then find this guy altaf cust his **** hang him naked (moon kaala kar ke and with the **** inserted in his mouth) in front of whatever square there is in Multan

nicole - this is not Law of the land at all, its bunch of stupid guys who just think they can do whatever they want without even knowing govt,

these should be punished to set an other example. its time to set a watch on every tribal bunch( its not elected council or legel entity at all)

I believe this is what I was trying to tell Paki Brave Heart but the poor sod, took it quite seriously and started calling me names and bringing my dead father into the posts. This is sick. Thats it. This is not something to be proud of that it is a cultural superiority.

It’s the failure of the state when it cannot provide police and judicial protection to all of its citizens. When the local courts take years to resolve simple issues like street light pole placement then imagine where would people go with their issues. The needy would turn to the elders or chieftains of the local area or tribe and the tribal elders would serve justice in their stupid ways.

So start putting the blame where it should be, somebody is too busy in consolidating power rather than providing a viable system to the country. Its been 5 years and counting....

Islamically she has the choice not to marry him or have it annuled when she's old enough, so what's the problem?

Ideally this marriage shouldn't have happened and Mohammed Akmal given a hundren whips and the 32 year old woman stoned to death instead by the authorities.

atleast in the last five years the govt has had the balls to handle these idiots. Surely you are not telling me that there was ever a viable justice system in Pakistan which made these jahil panchayat’s disappear? while the justice situation and court backlogs etc are bad in Pakistan, that is not the cause of the existance of the jirgas, the roots of these jirgas are cultural.

And is it really a fact that these bafoons go for this jirga and panchayat shyt because civil courts cant handle it? if that was the case there would be a large number of jirgas and panchayats in major cities too. why dont I see jirgas passing judgements in P-I-B colony or Gulistan e jauhar? the population there is many times that of these rural areas, and surely the residents there are not getting prompt service from

and corrections.. as wrong as this lame verdict is, the 2 year old is not getting married today, the 2 year old is being promised in marriage when she is of age.

Even if we set aside the morons involved in this case, the promising marriage is an idiotic practice that still goes on in villages in the sub continent of village idiots promising their kid in marriage to another village idiot who is their pal.
