The Glamorgan paceman has failed to recover from the ankle spurs that sidelined him for the final Ashes Test.
An England and Wales Cricket Board medical statement said: “We have tried a number of measures to help Simon’s ankle injury to settle.”
The 26-year-old will now have surgery but it is hoped he could be available for the tour to India in February.
Jones was an integral part of England’s Ashes triumph, claiming 18 wickets, many of which were with reverse swing at a lively pace.
England leave for Pakistan on 26 October and play three Tests and five one-day internationals prior to Christmas.
Hampshire’s Chris Tremlett, who was also named in the 17-man tour squad, is another injury concern with knee trouble and he will continue to receive treatment. Chief medical officer Peter Gregory will assess Tremlett and report to the selectors, who will then decide on any possible replacement.

Well no one here has the know it all attitude. Its just that after witnessing one of the best ever test series where english players were at their best against the world champs, its really hard to resist when you see such comments like english players such as flintoff and pietersen are boring.
