I believe the first thing the Pakistanis should do is to teach every candidate that is running for Parliament and are supposed to uphold the constitution, how the democracy works and the importance of upholding the constitution.
Yes, they should be taught. They should be tightly checked by establishing some institution (which army cannot touch :p) and held accountable for their actions when they are in govt.

Please keep BS with yourself. If you are going to use media as the only "democratic" progress for Mushy then he gets 3/10 for that, don't give "army" the credit for that as we have Zia who was also from army but didn't do squat. So it was not "army policy" which allowed these developments.
