Pakistan reveals plans for new Highway Network

**PML-N should strictly follow its agenda of infrastructure and development politics.

Because on the election day, these things will be counted more instead of playing jalsa-jalsa or dharna-dharna by other parties…**

September 30, 2014

Following announcements made by Prime Minister Nawaz Sharif for the construction extensive motorways to be built across Karachi to Lahore, work on 3 motorways are currently underway while 5 new motorway plans are in the pipeline.

Motorways which once connected Lahore to Islamabad will now span across other cities of Pakistan. These will include motorways from Peshawar to Islamabad, Pindi Bhattian to Faisalabad and Gawadar to Ratodero.

The five new motorways yet in the planning stage which is scheduled to commence soon will include Faisalabad to Multan, Multan to D.G-Khan, D.G Khan to Kakkar, Kakkar to Karachi and finally Karachi to Hyderabad.

The 136 km Karachi to Hyderabad motorway has all major work already completed with the exception of 200 acres of land that comes in Jamshoro area. This mega project will be ideal to enhance business communications in Pakistan. Executive Committee of National Economic Council (ECNEC) has approved these projects with an estimated cost of over Rs.440 billion ($4.2 billion) which includes Rs.310 billion ($2.85 billion) for the Lahore Karachi motorway.

ECNEC has also approved the Karachi Multan Lahore motorway project and 387 km Sukkur Multan section at Rs.259 billion. 10% of this cost of project will be from the Public Sector Development Program while the balance will come from Credit Financing. The project is slated to be completed by October 2017 which will include a six lane Sukkur Multan sector of 1148 kms including bridges, interchanges etc.

ISLAMABAD - National Highways Authority (NHA) will start work on Karachi-Hyderabad Motorway (M-9) Project soon.
Implementation on the M-9 project was priority of the authority and Sindh Government has been facilitating NHA in administrative matters to ensure better, qualitative communication service to the people, informed an official of the NHA Tuesday.

He said that 136 km long Karachi-Hyderabad Motorway was an important project not only in the perspective to have better communication facilities to the people of both cities but is a part of Karachi-Lahore Motorway (KLM) project to facilitate the people of the entire country. He said that almost all work except mutation of 200 acres of land at District Jamshoro has been completed and hopefully physical work on this project will be started within calendar year 2014.

The official said that this project needs 6868 acres of land for its reserved Right of Way out of which 5296 acres of land has so far been mutated in favour of the NHA while remaining land expect 200 at Jamshoro is ready for mutation.
To a question, he said that presently Super Highway was in dilapidated condition due to heavy traffic and expiry of its designed period.

He said for repair and improvement of the highway, NHA approved periodic maintenance schemes under Annual Maintenance Plan (AMP) 2013-14 amounting to Rs 305.28 million.

It is worth to mention here that twice in the past few years the NHA awarded the contract to two firms on BOT basis but both failed to complete financial close as per conditions of the contract and their contracts had to be terminated.
The project will cost Rs 6.3 billion and the scope of work includes expansion of the road from four to six lanes and provision of service areas.

In September 2006,the Authority had signed a concession agreement for construction of the 136 km M-9 with Standard Construction but the contract was cancelled next year as the firm failed to complete financial close in time. In 2011 the NHA awarded the contract of construction of Karachi- Hyderabad Motorway (M-9) to Malaysian Construction Company M/s Binapuri Holding, on BOT basis with concessionaire period of 28 years. However the NHA was forced to terminate the contact in September 2012 as the said firm failed to complete financial close in stipulated time.

The Super Highway begins north of Karachi at the end of Mohammad Ali Jinnah Road, near junction of Karachi Northern Bypass (also known as M-10). It is connected with the Northern Bypass with a trumpet interchange. Then it continues out of the city. From there it continues on a north-east track and forms a junction with the N-5 via a link road.

The highway ends outside of Hyderabad,in the suburban town of Kotri with a cloverleaf interchange where it merges into the N-5.The M-9 Motorway will have seven interchanges, two service areas at the midway points and 16 toll plazas on entry and exit points.

Re: Pakistan reveals plans for new Highway Network

So no highway to Quetta? No Highway between Quetta and Peshawar?

The map of these roads should be so that each provincial centre is connected to the other.

Quetta should be a priority not Gwadar or the various Punjab highways.

This plan needsa lot of work.

Re: Pakistan reveals plans for new Highway Network

Announcements followed by Plans are relatively easy to make, Its been over a year, how many project got ground breaking!!! honey moon period is over

Re: Pakistan reveals plans for new Highway Network

**^^ Ab PTI ke pressure ki wjha se I think fast track pr kaam hoga on different projects

They have to perform otherwise will be perished

PTI ne 68 Years ki Khrabia PML-N ke galai mein daal di hai aur Mashallah PML-N ki team bhi ni hai koi jo PTI ke jhoot ka counter narrative de ske ....**

Re: Pakistan reveals plans for new Highway Network

Hoping they also start the Metro Train in Lahore, and start work on the KCR (we might sooner put a Pakistani on the Moon)...

Pakistan seems to have 3 choices.
1. PML-N which builds infrastructure but little else.
2. PTI which loves too protest but little else.
3. PPP which makes grand promises and little else.

Re: Pakistan reveals plans for new Highway Network

Work on metro in Islamabad-Pindi is halted b/c of protests & delay work is going to increase the cost. This an example of petty politics over actual work.

Re: Pakistan reveals plans for new Highway Network

Let PTI do what ever it may want, why PML-N is falling for it, or are you saying that the Team of PML-N can be taken hostage by a political party. I'll not take that as a excuse, i need to see projects, specially infra-structure projects and lots of them.

Re: Pakistan reveals plans for new Highway Network

Saad Rafique is doing his best to start KCR as soon as possible. JICA is also ready with $2.5 billion funds. But some problem is land encroachment etc

Re: Pakistan reveals plans for new Highway Network

From what i understand, the M4 is under construction, and Pindi metro is underway.

PTI has also been in power for a year, and they also promised a metro which has yet to materialize.

PML for all their flaws has a track record for completing these projects.

Re: Pakistan reveals plans for new Highway Network

You are right, but at the same time can say, this drama was one in two or three squares of ISB, what about rest of the project, and if i am right, in these kind of projects, it is not mandatory to work on its all length at same time.

Re: Pakistan reveals plans for new Highway Network

Danial Pearl's is dead, so this article is definitely fake.

Re: Pakistan reveals plans for new Highway Network

Oh bhai yeh Pearl Daniels hai. :D

Re: Pakistan reveals plans for new Highway Network

I was under the impression that the JICA loan was no longer available ?

Anything on the proposed Rapid Bus plan they were making? Karachi really needs both.

Re: Pakistan reveals plans for new Highway Network

Good to know about M4, hope other projects get started soon, the only way to reply to petty politics is to perform well... no other reply would do any good.

These projects would bring lots of jobs and business in Pakistan, if PML-N able to make right economic policies Pakistan will be in lot better position once these projects get completed.

Iam more concerned on Hydro and Coal power projects any one have got any updates, when are they going to start, not talking about big dams, small hydro and coal projects which can easily be completed over a period of 3-4 years.

Why Lahore is better than Karachi today

By Arsalan Faruqi Published: September 27, 2014

Local bodies’ elections are, therefore, badly needed before Karachi turns into a complete wasteland. PHOTO: EXPRESS FILE

Karachi saw its renewed glory days under the presidency of Pervez Musharraf. For the first time, the citizens felt bonded with the city and its ways. There was an air of optimism and under the ‘I own Karachi’ program, for the first time in a long time, Karachiites came forward to beautify their city and contribute towards its uplift.

The two mayors, Mr Naimatullah Khan from Jamaat-e-Islami (JI) followed by Mustafa Kamal from Muttahida Qaumi Movement (MQM), did wonders and set the city on the path of progress and development. I personally know a number of expatriates who relocated back to Karachi in order to invest in its thriving economy. There was massive activity on the technological front and the citizens of this great port city had started witnessing a paradigm shift in the dynamics of their hometown.

However, things changed when Musharraf stepped down; elections were held and a political party, holding mandate exclusively in the rural districts of Sindh, came into power and had its aging political stalwart in office as the chief minister of the province. That’s when the actual decline of Karachi initiated.

Law and order took a nose-dive; local bodies system, which had done wonders for this city, was rolled back as corrupt and inefficient officers were ‘appointed’ rather than ‘elected’ to look after the sprawling mega-city. In those five years and this first year, since the recent elections, Karachi has suffered gravely at the hands of inefficient and unelected administrators.

Karachi is now a heap of garbage and boasts of unfinished and rolled back developmental projects. Without a proper local bodies system in place, the city has gone into the hands of looters and plunderers. Those beautiful bus stands that were built by Mustafa Kamal now portray a story of neglect. Green bus service, which was a sigh of relief for many commuters, was discontinued under the pressure of the transport mafia, and now in the absence of a proper mass transit system, ugly out-dated busses and unregistered Qingqi rickshaws are plying on our roads.

The water project, K3, was the last mega project this city saw. The Japan International Cooperation Agency (JICA), which provided technical cooperation and other forms of aid promoting economic and social development worldwide, pulled out of the Karachi circular railway project due to lack of interest shown by the Sindh government in clearing the encroachments along the track. With no solid waste management system in place, the garbage is lying out in the open. Tanker mafia is more powerful than ever before; they force water-deprived residents to buy the most essential commodity from them rather than enjoy uninterrupted line water supply, which is the basic right of any citizen.

In contrast to Karachiites, Lahorisenjoy a proper city life with the basic amenities and facilities available to them 24/7. Cleaner and wider roads, a proper traffic management system, relatively better law and order, the metro bus and the recently signed up metro train project that will start anytime soon. The difference is clear – Punjab government is sincere to its province while the Sindh government, with a six-year failed governance history, is still setting records of incompetence and is expected to make a mess of this city in the days to come. Local bodies’ elections are, therefore, badly needed before Karachi turns into a complete wasteland.

Re: Pakistan reveals plans for new Highway Network

I have heard that the they have funds for Diamer Basha lined up.

There is also this site by the Balochistan govt about the 100 dam project in their province. It hasnt gotten much attention but it seems like a rather significant infrastructure project for Balochistan. Some of the dams are already completed.

100 Dams in Balochistan

"The Government of Pakistan is *sponsoring construction of 100 dams **in Balochistan. The Package-I of the * project comprising of 20 Small Dams was launched in June 2009, *out of which 16 dams have been * *successfully completed, and *remaining work will be completed by December 31, 2014. Package-II, comprising of 26 Dams *is at the anvil of implementation *with full swing "

Re: Pakistan reveals plans for new Highway Network

*JICA ne revived kr dye tha loan again in 2012 . No news so far about Karachi Rapid Bus Transit *

Re: Pakistan reveals plans for new Highway Network

If the PPP can get this done it can be a game changer.
