$200m Hassanabdal-Havelian Expressway agreement signed with ADB

ISLAMABAD – Agreement of 59 kilometer Hassanabdal (Burhan)-Havelian Expressway (E-35) project worth $200 million was signed with Asian Development Bank (ADB) here on Wednesday.

Prime Minister Nawaz Sharif witnessed the signing ceremony of the project at the Prime Minister’s House. ADB President Mr Takehiko Nakao was also present on the occasion. The loan agreement was signed by the Economic Affairs Division secretary while the project agreement was signed by National Highway Authority chairman.

From the Bank’s side both the agreements were signed by ADB Pakistan Country Director Mr Werner Liepach. The Hassanabdal-Burhan-Havelian Expressway Project was part of the National Trade Corridor. It will connect existing M1 at Hassanabdal to Havelian, and will further extend to Abbottabad and Mansehra to North.

The Project is almost parallel with existing N5 which is being urbanized in many sections. Due to high traffic volume and deteriorated road condition, E35 is becoming necessary in order to develop inter-provincial linkages to improve sub-regional connectivity within Pakistan.

Proposed project will construct a north-south access controlled expressway system to link the northern area of Pakistan to existing expressway network and lead to better connectivity and for improving linkages with neighboring countries like China and Afghanistan as well as Central Asian States.

Federal Minister for Finance Ishaq Dar, the secretary finance and the secretary communications also witnessed the ceremony. Earlier, ADB president called on the prime minister and discussed matters of mutual interest.

ISLAMABAD: Prime Minister Nawaz Sharif has directed that major infrastructure projects, including motorways which would improve communication across the country, should be completed at the earliest.

He made these remarks during a briefing given to him by Chairman National Highway Authority (NHA) Shahid Ashraf Tarar at the PM’s House on Saturday.

The meeting was informed that the NHA was following the projects through private sector on Build Own Operate (BOO) and Build Operate Transfer (BOT) basis.

The NHA chairman informed the meeting that for the first time in the history of Pakistan,** three BOT projects costing Rs 91 billion have been rewarded which will generate Rs 366 billion over the concession period.**

Tarar said that construction of **Karachi-Hyderabad motorway **will start in the last week of December while ground breaking of motorway E-35 **(Burhan-Havelian) **will be carried out in the last week of December.

The meeting noted that Naluchi Bridge in Muzzafarabad and **M-4 (Faisalabad-Gojra) **were almost complete and would be ready for inauguration in the second week of December.

The NHA was directed that work on** Karachi-Hyderabad motorway and Khanewal-Lahore** motorway should be completed as soon as possible without compromising on the issues of transparency and international standards.

The meeting was informed that Pindi Bhattian to Faisalabad motorway was being planned to be converted from existing four lanes into a six-lane motorway.

The NHA was also directed that a good road may be built to connect Okara and Bahawalpur with Karachi-Lahore motorway.

M1, M2 and M3 are already completed, dont try to put them in the basket of the current regime.

Agreed with Quetta connection and province centers connecting with each other, but Gwadar should also be connected, such heavy investment has already been done to develop the port so it must be connected so it can be utilized.

Not sure what your source is, because Hanif druggie was on TV a week ago claiming that the project had suffered no delays, and will be inaugurated in Jan 2015.
Infrastructure projects, specially those made with little to no long term planning, costing x times what they should, and awarded to friendly suitors are a hallmark of PMLN. Screw the institutions that are supposed to decide on what should be built and what shouldnt. We have geniuses like Shahbaz and Hanif Abbasi to make these decisions.

This is from July & work on this project stopped around mid August. I don’t know what happened since then.

You do know that EPA had filed a suit for stoppage of work as the govt had gone against the federal environmental laws and started te project without EPA approval?
Sit-ins had no effect on the work.

ISLAMABAD: **The government on Wednesday informed the Senate that the first public transport system for the twin cities’ will be inaugurated on January 31, 2015.

Responding to a question of Senator Taj Haider from the Pakistan Peoples Party (PPP), Minister of State for Interior and Narcotics Control Muhammad Baleeghur Rehman said the metro bus project was expected to complete on December 25 but was delayed due to the sit-ins of Pakistan Tehreek-e-Insaf and Pakistan Awami Tehreek.

He said the project’s contractors demanded six months more for completion of the project but only one month was allowed.

When lawmakers raised concerns about the cost of the project, which was revised, the minister said that “the government was ready to share details of project cost and studies in this regard, but I don’t exactly know the cost.”

However, the reply could not satisfy the senators that led Haider to say that “Rs50 billion was a huge amount, sufficient to purchase a large number of buses to meet the needs of twin cities’ commuters.”

Senator Tahir Mashhadi from the Muttahida Qaumi Movement quoted the example of Iran and said “Iran has second best transport system in the world, regardless of the international sanctions.”

Rehman also confessed that there had always been an issue of public transport in Islamabad, however, the government had started working on three new routes.

The issue came under discussion in response to a question for the Minister of Interior Chaudhry Nisar. In his written reply, Khan told the house, “No public transport is operating in Islamabad. Private transporters ply different routes”. The federal minister informed further that at present, 23 inter-city routes were used in Islamabad and that two new routes were launched in the past six months.”

Meanwhile, Senator Sughra Imam of the PPP raised concerns about increase in rape cases and low conviction rate, particularly in Islamabad. “What steps has the government taken and what is the reason that modern techniques of evidence collection are not being used?” she questioned.

Responding to the concerns, Rehman said “the conviction rate in Islamabad is less than in other cities and we will take steps to further improve it.”

Sorry, but I think you are confusing 2 different projects. The Project you are talking about is the bahria flyover in Karachi & not the one in Islamabad-Pindi (unless you can provide a different sources?).

Work has faced the greatest delay at Peshawar Mor Interchange mainly because of mismanagement, as the contractor has not effectively mobilised machinery and manpower.
“The main problem is that the contractor is NLC which is not a builder itself so it has sublet the contract to a smaller contractor and mobilisation got delayed as the NLC finalised details with the contractor,” said an engineer affiliated with the project.

No.,…EPA issue affected the Isbd metro as well. I remember a long debate on this between Asad Umar and Hanif abbasi, where abbasi said that instead of fighting the EPA, we will just do the pindi side…meaning, the govt is not going to follow the law.

**HAVELIAN: **Prime Minister Nawaz Sharif on Saturday heaped scorn at the sit-ins staged by Pakistan Tehreek-e-Insaf (PTI), calling them roadblocks in the way of progress and prosperity and inimical to the interests of the country.

Addressing a large gathering at the foundation stone-laying ceremony of the 60km long Hazara motorway project, PM Nawaz said the ruling Pakistan Muslim League-Nawaz (PML-N) was not only making a new Pakistan but also a new Khyber-Pakhtunkhwa in the true sense and the launch of mega developmental projects was proof of it. The project costing Rs33 billion will link Bhurhan to Havelian.

“We will put an end to unemployment, underdevelopment, overcome energy crisis once and for all, lay a network of motorway across the country and ensure prosperity,” he said.

He pointed out that a railway track would be constructed from Islamabad to Muzaffarabad, link the Hazara motorway to Gilgit-Baltistan and Islamabad through tunnels that would usher in a new era of real development in the country especially in Hazara division.

Nawaz also stated that when he came to Havelian during the election campaign he promised to allocate a chunk of development funds for Hazara which he fulfilled by laying the foundation stone of Hazara motorway project. He announced the early reconstruction of 1,000 schools in the earthquake-hit districts as well as provision of Sui gas to areas still deprived of it in Hazara.

PM Nawaz also announced a cut of Rs9.66 per litre in super petrol price, adding that the proper notification would be issued today (Sunday).
Without naming the PTI, the prime minister said that what the sit-ins could bring for the people of Pakistan is “only regression, joblessness and deprivation”.

He said that his government would continue its efforts for bringing prosperity for the people of Pakistan without caring for sit-ins because he believes the nation would itself punish them during the election in 2018.

Lambasting the PTI for what he called abusive language, he said that parents must ask their children what they were learning from these dharnas.
Addressing the PTI chief without actually naming him, PM Nawaz said: “Don’t teach children such type of language during sit-ins and do the politics of decency and morality.”

On this occasion K-P Governor Sardar Mehtab Ahmed Khan, Gilgit-Baltistan governor and chief minister, Federal Minister Sardar Muhammad Yousuf, National Assembly Deputy Speaker Murtaza Javed Abbasi, Capt. Safdar, Pir Sabir Shah and PML-N’s lawmakers were also present.
