Pakistan Railways: China to inject $3.5b into infrastructure development

LAHORE: ****A 23-member delegation of Chinese technical experts, led by Meng Wenli, Chief Engineer Alignment, will come on a trip to Pakistan at the weekend to pick the areas for an investment of $3.5 billion and complete the rehabilitation and replacement of tracks from Karachi to Peshawar.
**

The delegation, comprising representatives of China Railway Eeyuan Engineering Group Company, would arrive on October 25 and undertake a comprehensive study of a 1,400-km rail track with the technical support of the National Engineering Services of Pakistan (Nespak) and the Pakistan Railways Consultancy and Advisory Service, said an official.

The survey will also cover 2,340 bridges and 11 tunnels from Karachi to Peshawar via Hyderabad, Bahawalpur, Multan, Sahiwal, Lahore, Gujranwala, Gujrat, Jhelum, Rawalpindi and Attock.

Initially, the visit was scheduled for May this year, but was delayed and rescheduled for the last week of October. The team will prepare a report and submit it in February next year to the governments of China and Pakistan for further deliberation and reaching agreements.

China has expressed interest in pouring about $3.5 billion into infrastructure development for the railways. The areas where the money will be injected include replacement of rail tracks over 375 km, deep screening of ballast over 1,260 km, conversion of un-manned level-crossing into underpasses at 50 places, conversion of manned level-crossing into flyovers at 250 places, realignment of 40 big curves, strengthening of 500 bridges and doubling a 438km track at various places between Shahdara and Peshawar.

“This investment is, in fact, a loan being given by China at a concessionary interest rate of 1.5% under the Pakistan-China Economic Corridor,” the official said. “It will be released by the Export-Import Bank of China after receiving sovereign guarantees from the Pakistan government.”
The average speed passenger trains could run on this rail track is in the range of 85 to 105 km per hour, but they do not accelerate above 95 km per hour.

“After the replacement of tracks, the trains will run at the maximum speed of 120 km per hour for the next 15 to 20 years,” the official said.

According to the official, the Pakistan Railways complies with the Public Procurement Regulatory Authority (PPRA) rules, but in this particular case it will not be necessary to follow the rules as an agreement is being signed between the governments of Pakistan and China.

Only Chinese companies would participate in the bidding for contracts for all civil and engineering work. They would earn a profit of up to 20% to 25% on their investments and the Pakistan government would return the loan with interest payments to the financing bank, the official added.

“The management of Pakistan Railways was also asking China to undertake a project of electric traction over 1,400 km between Karachi and Lahore, but it refused,” said another official.

Revamp: PR scales up revenue target to Rs 31 billion

**LAHORE: **Pakistan Railways (PR) has pumped up its revenue target for the current financial year from Rs 28 billion to Rs 31 billion on the back of past 17-month progress towards revival of the company, says the railway minister.

Not only this, the PR management has decided to restrict current expenditures to Rs 62.5 billion compared to the government’s earlier estimate of Rs 65 billion.

Speaking at a press conference along with general managers and other officials of the railways here on Saturday, Khawaja Saad Rafique said the PR would bring down its expenses by balancing out the recruitment and retirement of employees as in some of its production units the workforce was in surplus. “The excess staff was hired in lower grades on political grounds,” he claimed. PR would make all-out efforts to reduce its losses by the end of the financial year as revenues from freight and passenger traffic as well as land utilisation were rising, he remarked.

A survey is under way to assess the occupancy ratio in passenger trains, which will help the railways earn an additional about Rs1 billion and increase the number of coaches on high-occupancy trains.

In the current year, the PR is undertaking steps to earn Rs 7 billion in freight charges compared to Rs 3.5 billion in the previous year. At present, 45 locomotives are being used to handle freight traffic and the number will be increased to 70 by June next year.

“Three cargo express trains are run between Lahore and Karachi in a week and we plan to increase the number to 12 to cover Multan and Faisalabad as well in coming months,” Rafique said. “This will enhance revenue and promote employment opportunities for labourers and others.”

**Also, 10 locomotives of the National Logistics Cell (NLC) will be added to the PR fleet on November 14 as negotiations are in the final phase.

Regarding the dispute over PR land, Rafique said only the government of Khyber-Pakhtunkhwa had handed over the pieces of land in its use to the company whereas other provinces were delaying the matter despite repeated requests.

The railways’ management is also working on a plan to invite private investors and district governments to develop green belts and nurseries on useless land close to the railway tracks.

It will construct stalls, shops and shopping centres on spacious land near the tracks to fetch more revenue.

In reply to a question about the quality of food in dining cars, the minister said there would be no compromise on quality and prices, and fares of trains would remain low compared to road transport.

****ISLAMABAD: The switching of power plants from oil to coal may need an investment of Rs 123 billion in developing infrastructure of the Pakistan Railways (PR) for shipping coal to the electricity producers, says the minister of railways.

A majority of the power plants will depend on imported coal that will need to be transported to the sites, making the development of infrastructure necessary.

PR is establishing a freight coal company to ship fuel to four coal-based power plants in J**amshoro, Rahimyar Khan, Muzaffargarh and Sahiwal **subject to the improvement of tracks and the signaling system.

**“The improvement will require a period of at least three years and for coal transportation to power plants, 63 locomotives and 3,065 wagons will be needed,” **Railways Minister Khawaja Saad Rafique told the cabinet in a meeting held on November 6.

Apart from that, he said, rehabilitation of infrastructure would cost Rs 52.1 billion and the total cost would be around Rs 123.5 billion. “A separate freight company is also being set up by the Pakistan Railways.”

According to Rafique, the PR will build about 107 kms of new rail link between Islamabad, Murree and Muzaffarabad. Feasibility study for the project will be undertaken at a cost of Rs 59.92 million and will be completed in six months.

**PR will also establish a rail link with China under the Early Harvest Programme, upgrade the existing ML-1 (main line – one) from Peshawar to Karachi and set up a dry port at Havelian.
**

Pakistan Railways Advisory and Consultancy Services, a PR subsidiary, will conduct a feasibility study in association with the National Engineering Services of Pakistan (Nespak) and China Railway Eeyuan Engineering Group Company.

Rafique said various measures were being taken to generate revenue from passenger and freight services. Steps have also been taken to start running again container trains for dry ports and inland container terminals, cargo train between Karachi and Lahore and enter into long-term business agreements with Pakistan State Oil, Maple Leaf Cement, National Logistics Cell (NLC) and others.

In order to generate revenue from passenger trains, measures have been taken to revive different services such as Akbar Express, Faiz Express, Musa Pak Express, Jand and Pind Dadan Khan Shuttles (Mehran Express).

Rafique stressed that one of the major initiatives of the railways ministry was to recover PR land from encroachers. Moreover, the ministry has decided not to sell and lease land for a period of just 99 days. However, short and medium-term leases will be offered.

panchi pai aren't these imported coal plants will be creating tons of carbon in the atmosphere, very expensive option as compared to nuclear power plants? How about local housing be encouraged to use solar panels? Unless coal is locally mined, this whole episode seems to be a waste of huge amount of foreign exchange with very expensive results?

Pakistan should seek the services of Dr. Qadeer, and build a series of nuclear power plants to get rid of power shortage.

In the end all locomotive and wagons for this purpose be stabled in the junk yards, creating a yet another heaven for druggists to steal parts and sell them in peanuts.

ISLAMABAD: **The Ministry of Railways, in collaboration with China’s state-run rail corporation under the economic corridor project, will overhaul the main track from Peshawar to Karachi in a bid to enhance its transportation services, an official said on Sunday.

Railways Secretary Perveen Agha said that in this regard a memorandum of understanding will be signed with the Chinese partners. An advance team has arrived from China to set the terms of reference for the MoUs between the two parties, she added.

“We will upgrade the ML-1 track from Peshawar to Karachi to improve the per hour speed of our rails, which is crucial for enhancing the transport service,” said Agha. “Work on a feasibility report for this project will start by the end of this year.”

The federal secretary pointed out that the feasibility study was scheduled to be conducted in December, but due to the ongoing political crisis the Chinese team had to delay their visit and they have recently reached Islamabad.

“The feasibility study of the project will be led by our own experts for rationalising the overall project cost,” said Agha. “The project will be completed by 2017.”

Agha apprised that after upgradation of the main railway track, the travelling speed will increase from the existing 90 km to 140 km per hour. She further said that a Chinese bank will provide soft loan for undertaking the project.

**“The improvement of the ML-1 will revive the overall condition of the railways,” said the secretary. She said that this project is part of Pak-China economic corridor initiative. It’s the first phase where tracks are repaired and upgraded, in the second phase, she said, new tracks will be laid from Havallian to Khunjrab.

The federal secretary said that future target of Pakistan Railways is to increase freight service making it self-reliant by generating its own resources.

Railways have earned Rs 7 billion more through freight service than the target set during the current year. However, it still suffers budget deficit because a large chunk of its budget, almost 67 per cent, is consumed by the staff and 140,000 pensioners.
