Railways to earn Rs. 12 Billion from Freight Trains

The Pakistan Railways will generate more than Rs 12 billion revenue through freight trains during the current financial year.

The organisation was hoping to cross the set revenue generation targets in freight sector this year, an official in the ministry of railways told APP.

“Fast Cargo” train would also run between Karachi to Rawalpindi to help generating more revenue, he added. “The Pakistan Railways had allocated around 85 to 90 locomotives for freight trains,” the official added.

He said 55 locomotives were scheduled to arrive soon from General Electric (GE) United States and would be attached with freight trains.

The Pakistan Railways during the financial year 2013-14 loaded 76,307 wagons against loading of 46,617 wagons in the corresponding period of year 2012-13, thus 29,619 more wagons were loaded in the year 2013-14, he said.

He said the earning from freight loading during 2013-14 was Rs 3.529 billion whereas during the corresponding period (2012-13) it was Rs 1.957 billion. The net increase in earning was Rs 1.572 billion with growth of 80.33 per cent in one year, he added.

The official said however freight loading during 2014-2015 was** 176,155 wagons against loading of 76,307 wagons during 2013-2014. **The earning from freight loading during 2014-2015 was Rs 8.346 billion against earning of Rs 3.529 billion during the corresponding period. The net increase in freight earning remained Rs 4.817 billion with growth of 136 per cent during year 2014-15.

ISLAMABAD: Pakistan Railways is in process of improving software and removing technical hitches for smooth implementation of a project, launched for computerized tracking of the locomotives.

Besides installation of tracking devices on locomotives, matching equipment is being installed in central control office at Lahore and seven operational divisions at Karachi, Sukkur, Multan, Lahore, Rawalpindi, Peshawar and Quetta, an official in the Ministry of Railways told APP.

The project, initiated during 2009 was ill conceived and poorly implemented with the result that the system is not fully functional.

The project is being implemented in collaboration with Electronic Government Directorate, as such the allocation of funds for the project can be given by concerned Ministry of Information Technology (MoIT)

ISLAMABAD: The induction of new locomotives, renovation and refurbishing of out-of-order engines and launching of cargo trains has revolutionised the Pakistan Railways (PR).

Official sources in the Ministry of Railways told APP that decades of mismanagement, bad governance, corruption and lack of commitment had ruined railways. The positive steps not only arrested the deterioration but helped improve the efficiency of the railways as well as enhanced the image of the national institution.

The fiscal deficit of Pakistan Railways has decreased significantly in last two years. Fiscal deficit of railways was Rs 27.247 billion during 2014-15 as comparing to Rs 32.527 billion during FY 2013-14. Thus number of freight trains to up country was one train per day in the year 2011-12 and now has been increased to 10 trains in the year 2014-15.

They said that the punctuality of passenger trains has been improved tremendously, as in the year 2012 it was 10 percent and has now gone up to 72 percent. Improvement of infrastructure has also been prioritised and doubling of track between Lahore-Karachi will be completed by December 2015.

The sources said that oil reserves which had declined to two days now had been improved to more than 12 days. It has substantially contributed in increased operational efficiency, sources said. Train operations have been rationalised as a result operating ratio which in the year 2011-12 was 203.59 has been decreased to 132 in the year 2014-15.

The project of rehabilitation of 27 heavy locomotives was initiated in 2013-14, out of which 15 locomotives have been rolled out. The sources said a project of special repair of 150 locomotives was undertaken in 2013-14 and would be completed in 2015-16. Out of 150 out of order locomotives, 106 have so far been rolled-out.

Another project of special repairs of 100 locomotives has been initiated in 2015, the procurement process has been started and the project would be completed by 2016-17. The process of induction of new locomotives has been started. An order for 55 4000-4500 horse power engines has been placed to M/s GE of United State of America. sources informed.

The sources said that 63 new locomotives have been inducted in the fleet during 2014-15.

Besides, 55 state-of-art locomotives with hauling capacity of 2500 to 4500 HP will be inducted in the fleet in due course. Expenditure has been controlled through computerisation of payments of pensions, as such risk of ghost pensioners and any over payment has been eliminated.

CDWP approves Rs 16.3 billion for 58 Locomotives

The Central Development Working Party (CDWP) on Monday approved procurement of 58 diesel and electric locomotives worth Rs16.3 billion by Pakistan Railways and recommended the project to ECNEC for final approval, while it deferred decision on the Right Bank Outfall Drain after Sindh and Balochistan expressed reservations on the project.

The meeting of the CDWP was chaired by Minister for Planning and Development Ahsan Iqbal. The meeting approved eleven development projects worth Rs 10 billion including four higher education projects, water resources, transport and communication. The foreign exchange component of the approved projects totalled Rs1.69 billion.

Ahsan Iqbal directed that projects should be completed within the given time with approved cost and resources. He directed the Ministry of Water and Power to address concerns of Sindh and Balochistan on the RODB. He also directed integrating the three phases of RODB to sort out the pollution in the Mancher Lake.

The meeting was told that out of 465 locomotives of Pakistan Railways 300 were out of order. They have completed their life and the new locomotives are immediately required. A project for up-gradation of terminal facilities at the Dry Port at a cost of Rs 1.022 billion was also approved during the meeting.

**The National Assembly was informed on Wednesday that revenue of Pakistan Railways has increased from 18 billion rupees to 35.181 billion rupees as a result of steps taken by the government.

Minister for Railways Khawaja Saad Rafique told the House during question hour that they are meeting fiscal target every month.Answering a question, he said 11 railway stations including that of Bahawalpur are being upgraded.

He added that eight railway stations which were part of China-Pakistan Economic Corridor including Karachi Cantt and Havelian will also be upgraded.

To a question, Minister of State for Parliamentary Affairs Shaikh Aftab Ahmad told the House that Pakistan Airways is being launched to create an atmosphere of competition.

He said Roosevelt Hotel in New York is an asset of Pakistan and the government has no intention to sell it.
Replying to a question, Shaikh Aftab Ahmad told the House that 5634 tourists visited Pakistan during the last year.
He said prevailing law and order situation of the country reduced tourists flow thus reducing Pakistan Tourism Development Corporation’s revenue during 2015.

However, he said the law and order situation has improved in the country and the government is making efforts promote tourism.
Shaikh Aftab Ahmad told the House that all international airports in Pakistan are satisfied in accordance with international civil aviation organization standards.

He said after the passage of a resolution by the National Assembly, the government is considering to make the Khuzdar airport functional which was closed earlier due to non-availability of passengers in required numbers. He said efforts are underway to make the new International Islamabad Airport operational during this year.Minister of State for Information Technology and

Telecommunication Anusha Rahman Khan informed the House that Foreign Direct Investment has increased from 160.8 million dollars in 2012-13 to 908 million dollars in 2014-15 in telecom sector registering 60 percent increase.

She said realizing the full potential of Information and Communication Technologies in socio-economic development, Ministry of IT’s special focus is on ICT skills development, capacity building and entrepreneurship initiatives for youth.

LAHORE: The Pakistan Railways will introduce Electronic Ticketing (E-ticketing) system during the current year and work on it is almost completed.**

This was revealed by Pakistan Railways Minister Khawaja Saad Rafique while talking to the media persons at the Railway Station here on Friday after** inaugurating a refurbished and up-graded rake of Karachi Express train.

He said United Bank Limited had offered its services regarding the E-ticketing; however, other A-class banks would be welcomed in case of competitive charges.

The minister said Rs 65 million had been spent on upgradation of the train and several modern facilities had been introduced in the train.

He said when services and facilities were provided, expenditures also go up.
However, the PR had not increased fare of the train and only some concessions had been withdrawn.

He said the fare of all classes of Karachi Express train was the same as the fare of the Business Express train.

He said the reduction in the petroleum prices did not affect the income as the raise in salaries and other facilities to the employees affect the expenses of the department.

The minister said expected earning of the train would be Rs3.95 million per day.

He said so far three trains had been upgraded and this process would continue, adding that a train, Musapak would be upgraded in the next month, while rake of Pakistan Express train, which runs between Rawalpindi and Karachi via Wazirabad-Faisalabad, would also be refurbished and upgraded in June.

He said the PR had to bear the burden of Rs 1.50 billion due to the increase in salary package of the federal employees by the government.

He said work on several projects, including the China Pakistan Economic Corridor, upgradation of the railway stations and provision of missing facilities at railway stations were underway.

He said the PC-1 for purchase of 200 locomotives was also being prepared for the next financial year and only that firm would be welcomed in this regard which would ensure manufacturing of 75 percent locomotives in Pakistan.

He said that carriage and locomotive workshops were also being made operational in their full capacity.

He said that passengers of every class of society travel by trains therefore various types of trains and fares were being introduced, according to the buying capacity of the passengers.

To a question about former president Pervez Musharraf, he said the media and opponents had criticized when some ministers had given statements against him (Musharraf) and it was said these ministers wanted to create tension between the government and the defence forces.

But, he added, now when the government had removed the name of Musharraf from the Exit Control List after the court’s orders, the same people were again criticising the government.
He said that Pervez Musharraf had promised before the courts that he would come back after his medical treatment.

The minister said the focus of the government was on working for betterment of the nation.
To another question about the statement of Pakistan People’s Party Chairman Bilawal Bhutto Zardari, the minister said he would comment on his statements when he (Bilawal) would be a grown-up.

The PR chief executive officer Javaid Anwar Boobak, PR Police Inspector General Muneer Ahmad Chishti and other senior officials were also present

ISLAMABAD: Pakistan Railways plans to induct 281 new locomotives of Completely Knocked Down (CKD) of different Horse Power (HP) in its fleet till financial year 2023-24.

According to the available document, Pakistan Railways will induct 55 locomotives of 4000HP in 2016-17.

The contract agreement in this regard has been signed between Pakistan Railways and General Electric.

It said that Pakistan Railways will induct 26 locomotives in financial year 2017-18 in which 6 will be 4000HP and 20 will be 2000HP.

Likewise in year 2018-19, Pakistan Railways will induct 35 engines of 4000HP, 25 will 3000HP and 10 will be 2000HP.

In year 2019-20 and 2020-2021 50 locomotives of 4000HP would be added in the system.

In year-2021-22, 30 locomotives of 3000 and 2000 Horse Power will be added, 25 engines will be inducted in year 2022-23 of 3000HP and finally Pakistan Railways will inject 25 more locomotives in the fleet in year 2023-24.

ISLAMABAD: Pakistan Railways would start earning an extra Rs 140 million per year through advertisements on trains, Railway stations.

Different companies would be persuaded to advertise their brands on express trains and railway stations to earn money.

In this regard Pakistan Railways’s attached department Pakistan Railways Advisory and
Consultancy Services (Pracs) has awarded a tender to a private company which will allow companies to advertise their brands on trains and railways stations, sources in the Pracs told APP.

The agreement between Pracs and SQ Communication will add to the income of the railway which is struggling to streamline its revenues flow, they added.

They said that Pakistan Railways has outsourced the project to Pracs, that will take a 15 percent share out of the total revenues generated in a year.

It was not the first time that the department has permitted advertisements on its assets and a similar experiment had been made in 2007, but the venture did not last long and ended with the change in government, they added.

They said that it was a one-year contract to tackle this challenge and communicated to the successful bidder that the contract can be extended if things go smooth.
Initially five trains namely Awam Express, Hazara Express, Karachi Express, Khyber Mail and Tezgam will be offered for the advertisement of brands, a apart from the trains, access will be provided to 14 railway stations on the Main Line-I for the advertisements, they added.

Buying these US locomotives would cost $1 million per locomotive an average. Where the hack $2.81 billions will come from?? Railway is still running in a big loss and it will perhaps never achieve profit for many years to come. Care to explain???

Why can not locomotives be bought from India?? Much cheaper and reliable technology PR used for many decades.

No comparison of GE and its performance comparison with any other engine. I have asked from train drivers/staff at LHR junction about GE Engines , they call it "Garmi ka Engine" when in June Interior Sindh reach approx. 50 Celsius, GE Engines mostly not fail on its way. BTW the plan is to add engines to PR fleet upto 2023-2024, not right now !

What do you know about GE locomotives? The first and second generations were totally a failure. The quality improved in the third generation when they took consideration of 50C temperature during summer. They first rehabilitated 2 GEU 20 in the eighties, modifying their existing design when whole lot of GEUs were under my jurisdiction in Rohri Shed Sukkur Division. :) They successfully ran for many years on trial in very hot and arid zones of Pakistan. No doubt the new GE is much superior than sh!ty chinese locomotives but they cost a lot as compared to Indian ALCO which is same as American ALCO, the most successful engines in performance in PR history. Ask railway Mechanical Engineer rather than train drivers :)

There was once a train driver, named Disouza of Tezagam, posted at Sukkur Division who ran the train at 130 mph in the seventies and in the eighties. Your minister is still dreaming about running the trains with such high speed in future. :)

Deal signed with China for 800 hopper wagons

ISLAMABAD: The railways ministry signed a contract on Thursday with China’s Jinan Railway Vehicles Equipment Company for the supply of 800 hopper wagons, a railroad freight car, which will be used to transport coal from Port Bin Qasim to power plants, including the Qadirabad power plant near Sahiwal.

The vehicles equipment company is a subsidiary of the China CNR Corporation. It is now one of China’s major manufacturers of railway freight wagons. Pakistan Railways Director Procurement Ziauddin Qureshi and the chief executive of China CNR signed the agreement on behalf of their respective sides.

Under the terms of agreement, Jinan will supply 200 complete built units (CBU) wagons and 580 complete knock-down (CKD) wagons to be manufactured at the Mughalpura railway workshop. It was decided that five freight trains will operate daily from Port Bin Qasim to Qadirabad to transport 12,000 tons of coal for power projects.

According to the ministry, the total cost of 800 wagons was estimated to be Rs3.92 billion. They said that the wagons will supplied within six to 10 months.

These freight cars have an automatic discharge mechanism with a discharging time of 30 seconds. Loading can be done from the top while unloading can be carried from the sides through a pneumatic door operating mechanism as well as manually.

Minister for Railways Saad Rafiq, who was present at the event, said that Pakistan Railways will earn Rs6bn per annum by transporting coal from Port Qasim to coal-based power plants. He added that Pakistan Railways saved Rs1bn through re-tendering of the project. Among the bids, the Jinan company was the lowest at a total cost of Rs3.92bn.

Mr Rafiq said that the ministry was finalising another contract for the purchase of 585 hopper wagons and tenders for this purpose will be issued soon.

Pakistan Railways has already signed a contract with the General Electric (GE) of the United States for the supply of 55 diesel electric locomotives at a cost of Rs22.44bn. These locomotives will also be used for the transportation of coal.
