I don’t know about the recruiting process in other organizations, but I know how the operating staff is recruited in the railways. First of all railway is a unionized organization and mostly operating people are recruited through a selection process. There is a huge quota for children of employees who are serving or served railway for many years. Even if some recommendations comes from minister/mna/mpa etc, those people have to go through recruiting process. After recruiting they are not sent directly to the position of station masters, guards, drivers, firemen, kante wala etc. They all have to go to Walton Training School Lahore and Diesel Training School Karachi for vigorous hands on training before they are sent to different divisions to work on actual job.
I know all this because once I was also involved in such recruiting process. sifareshen to angrez ki hukumat main bhi chalti thein aor mardood Zai-ul-Haq ke zamane main bhi. magar tumhari sui atki howi hay PPP ko sirf target karne main aor tum jhooth bolne se bhi baaz nahin aatay.
