I understand what you are saying. The adhoc set up would never work for technical organization like Railway. A good plan and implementation can run Railway in profit without any problem even it is run by a donkey. What PR is suffering is because of this adhoc and stupid policies of the past governments. The present government is incapable of comprehending these problems, it has neither touched the existance system nor made any changes to overcome these difficulties. The status quo can not work for department already set for collapse. The stupid PM and President are more busy in dealing with the mess left by bhagorha musharraf, can not face the army, can not take bold decisions in view constant interferring by military and judiciary. Perhaps these incompetent wait for the initiative from CAOS or CJ. On top of it has become very difficult for them to face political turmoil. Zardari government is just buying time for next elections. So problem of sinking of ship will continue, unless some one in the Railway Department has balls (which I doubt very much) to come out boldly and suggest remedial actions with promise of revival of the system.
The railway land worth billions ment for expension has continued to be subject of land mafias and military who are bent on destroying the railway by making golf fields, farm houses and colonies. It is a shame Pakis become looters to loot and rape their own mother land, which is just like raping their mother.
