Though people blame this government for shutting down of railways, the actual destroyer of Railwaws were Zia-ul-Haq, who created NLC to take away market share of freight trains and diversion of capital funds from Railways to military corrupt organization. Musharaf hammered the last nail in the coffin of Railways by importing defective rolling stock from China and made drastic organizational changes which killed the once profitable orgnaization until Zulfiqar Ali Bhutto’s government, giving employments to thousands every year and cheap transportation to masses poor and middle class people. It is sad that this national institution is about to be shutdown unless miracle happens and revive this dead organization.

Once again the planners made blunders or perhaps deliberately in view kickbacks by diverting the importing of rolling stock from other countries ignoring America’s GM, General Electric and Alco technology which ruled the railways in the fifties, sixties and in the seventies. If Pakistan Railways had to avoid America for cost purposes the alternate was India the best option which still manufacutres ALCO locomotives under lincense from American technology. For many years, one indian locomotive ALU-18 caught during 1965 war, functioned and ran many PR trains on the system successfully.:slight_smile: The cheap and reliable locomotive technology not only would have saved frieght charges as tracks run between India and Pakistan but also saving of billions of dollars in foreign exchange. Shame on leaders of Pakistan who are responsible for closure of this mode of transport mainly designed for poor.

Railway employees take to streets over non-payment of salary

LAHORE: The financial mess afflicting Pakistan Railways took yet another threatening turn on Saturday after thousands of employees took to the streets and picketed near railway tracks to voice indignation over non-payment of salary.

Many of the protesting employees not only sought payment of salary but also necessities like electricity and water. The reason: electricity supply to railway stations and employees’ colonies in major cities and towns has been cut off because of non-payment of bills.

Passengers wait for hours on end for trains that don’t arrive on time, and sometimes never at all because they are cancelled.

The organisation is in such dire straits that it has had to discontinue 150-odd train services, forcing people to turn to other means of transport.

According to APP, Railways Minister Ghulam Ahmed Bilour informed the National Assembly on Friday that 153 trains had been suspended because of shortage of diesel, adding that Railways had no money to disburse salaries and pensions.

He said a business plan of Rs11.1 billion for the revival of railways had been submitted to the cabinet in December last year. He said the problem would persist if the money was not released.

He said the railways was facing acute shortage of locomotives, resulting in delay of passenger trains on major routs and suspension of operation on small stations. Only 60 locomotives were imported over the past 20 years.

Mr Bilour said when he was railways minister in 1992 the organisation’s total deficit was Rs1.480 billion, but now the situation had complicated to a great extent.

Hundreds of passengers had to wait for hours at the Lahore station on Saturday when railway workers closed the gates of Loco Shed in protest against the non-payment of salary.

Lack of proper seating arrangements, non-functional water coolers, unusable toilets and substandard food items at exorbitant prices made the wait a nightmare for passengers of Tezgam, Jaffar, Karachi, Allama Iqbal and Karakorum expresses.

Gathered under the banner of Railway Mazdoor Ittehad, the workers did not allow for two hours or so any locomotive to roll on to the washing lines, further delaying the departure of several passenger trains. After holding a demonstration outside the Loco Shed, the workers marched to the Garhi Shahu Bridge where they staged a sit-in and blocked traffic for some time.

Raising slogans against the government and railways administration while beating their chests, the workers threatened to jam railway traffic throughout the country if the government did not pay them salary on time.

Ittehad leaders announced a country-wide campaign on Oct 18 and formation of a workers’ alliance for the purpose.

In Hyderabad, a large number of railway employees staged a sit-in on a railway track and burnt tyres in protest against the disconnection of power supply to their residential colony.

The Hyderabad Electric Supply Company has disconnected the supply to railway stations and colonies for non-payment of electricity dues.

Several trains coming from Karachi, including Karakoram Express, Allama Iqbal Express and Tezgam, were stopped for several hours at the Kotri railway station.

The protesters raised slogans against the deputy superintendent of railways, Karachi. They demanded immediate restoration of power supply to the residential colony.

Railway police reached the area, but did not try to stop the protest. In the evening, MNA Salahuddin of MQM addressed the protesting workers and assured them that electricity would be restored to the colony in the night. After that they ended the protest.

Agencies add: Hesco also suspended electricity supply to Mirpurkhas railway station, its colony, regional offices of the Left Bank Outfall Drainage and Metrological Department on Friday.

Hesco chief Farooq Afghan said Rs10 million was due on the LBOD, Rs7 million on the railway station and Rs0.1 million on the Met Office.

I remember that trains became extraordinary efficient, timely and clean during mush era. Now these jiyalas and corrupt-to-the-bone ANP thugs have ruined this institution. Great.....people of pakistan, please keep on voting for these m---- and keep getting your behinds kicked.

This highly technical organization is not like turn off and turn on electric button. You have to understand the basics of operation of railway system. The efficient system running upto late seventies were the policies of more than two decades ago, which were carrried on even in first PPP's government or rather say they did not touch the basic foundation. The change in organizational set up takes about at least 5 to 10 years to show its results. Zia-ul-Haq and Mush destroyed the very foundation of Railway system. The sucessive, limited political governments were fighting their provincial and federal grabbing of powers. The oppositions were bent on bringing down the person who so ever ruling, particulary BB Vs NS. No one had time to pay atttention on national institutions.

Zardari is completing four years, most of the time he is/was busy on sucidal bombings, war on terror, a$$ kissing of mqm so that his government should not fall, conspirices bring down PPP's government by Punjab's PML(N) which include Ch Nisar, SS and others secret meeting with CAOS. Agressive attitude of Corp commanders on key issues e.g. interfering with civil government on Kery-Lugar bill, Raymond issue, controlling of foreign affairs by military, CJ's interferring with the civil administration, I can contiune with this nonsense non-endig list. Some one pointed out about the pointing of gun on Zardari by Kyani to continue to buy defective locomotives from China, which has given very little chance to this government to focus on real issues faced by the country. Zardari or for that matter any one has not majic stick to fix things immediately inherited decades of chaos and stupidity. Unless government is given full chance to control key issues, it is kind of stupid to make any government responsible facing these problems.

railways can easily be fixed by selling off massive houses the officers live in and using the money to invest in infrastructure and apartment buikdings for employees. further funds can be obtained by auditing accounts of top railways management for the last few dacades.

See this is the problem. Goras were not stupid who ran the railway system bigger than 20 times than PR for decades very efficiently. These were the people who made Railway colonies, resdential quarters for staff and Officer's colonies like Mayo Gardens in Lahore. To run railway in efficient manner, you have to provide reasonable facilities to staff who should not worry about their housings and other things. The job of railway worker is most difficulty, it is 24/7, and full of stress. Britishers were wise enough to realise these problems who made all these colonies and quarters, so that staff should focus on work.

Comming back to sell of railway colonies to chors like NS or other people will not turn around the railways. One locomitve is cost more that $1 million, how you will generate that kind of money by selling railway's dilapidated residential quarters?

Actually...not only that........it requires complete restructuring........ over the years..... in-efficiencies have been sort of built into the system........it can't be just ''paid off''........for example ,i know from 1st hand acquantainces that there are a LOT of ficticious employees on the payroll......as in.....they get paid salary but don't work or even show up........

there is a program underway by woldbank or UN....

Even Bill Gates can not turn around this sinking ship whose jugular vain is still controlled by Kiani, what to talk about 100% corrupt pakis management? It is sad we Pakis due to our false ego could not learn from our neighbour India who inherited the same system from Britishers and still running it efficiently and in profit. You should be ignorant to think that there is no corruption in Indian Railways.

There is general rule of thumb for any business, that is, demand and supply, so far what we see is, there is ample demand, and with growing population it is only going to increase, and as far as i know, apart from govt servants and thugs no one can travel for free in the railways...

NLC might have taken a market share of railways, but have they taken 100% of the market share?

end of the day, it comes down to the management, who is responsible to run the show, as NomiCa indicated, railway is over-employed, there too many people in the organization who are there because of political connections, the number is in thousands.. when an institute have this kind of spending it is bound to die... and thanks to bilor and zardari for that...no one else can be blamed..

How is it that when musharraf was in power, the railways and PIA were running fine (don't remember if they had a big net profit). But forget that and look at steel mill: Under musharraf, steel mill was running on a profit and lo and behold "democracy is the best revenge" comes to power, and steel mill can't even be sold for the price that CJ blocked it in 2006.

The problem with PPP is that it does no development work (unlike MQM or PML-n) but it likes to put its jiyalas in organization like any other party, but they are the most retarded compared to any other party jiyalas in any organization. I believe Imran khan had it right when he said that PCB should be run like a corporation with a board that has minimum govt interference. Compare PIA to emirates and you will that the successor airline is successful with fierce competition in dubai, since it is run like a private corporation with an accountable board. PIA, on the other hand, is like everyone maamay chaachay ki jageer and even with high fuel surcharges to drive business away which hurt karachi airport as a hub, PIA is no where close to emirates in profitability.

Have you seen the 12 kanal houses these officers get in hearts of cities like Lahore and Rawalpindi? Each of them is definitely worth more than US $1 million. If Railways was performing great, at least at the levels of what British left us with, I have no objection on giving employees all the benefits and big houses they deserve. Staff is NOT focusing on work but rather looting whatever is left of the corporation. The British officers were given good accommodation because they left their homes in Britain to come here and work and you are admitting they worked well. How about the performance of the current brown saabs?

The job of railway 'worker' is definitely stressful and they deserve good accommodation. The officers, however, who are responsible for looting this corporation dry are being rewarded rather than penalized!

I normally believe that rail services should be provided by the government, having seen the mess that privatization caused in the UK.

However, in Pakistan, government is so corrupt and incompetent that it cannot be trusted to deliver, as the state of the system today shows.

The system should be privatized. To prevent price gouging, the profit margin the private company makes should be capped, with any income above a certain level going to the government as tax. The govt should provide travel subsidies to the poorest people to ensure that they can continue to travel at similar prices on a private system as a public one.

If I remember correctly, till the end of Zia's era, my uncle, my father and many other neighbours used to go to work by Karachi Circular Railway. Even after creation of NLC there was ample demand of trains (and there still is).

Stop blaming 30 years old era for this. Railway would have been easily turned around in 4 years if there was a political will in PPP govt but PR was traded as an incentive to ANP for their support of Zardari Govt just as PPP is trading things in Sindh with MQM. It was still in way better state when PPP took over. 4 saal main baich ker kha gaeey railway ko.

Look at the seriousness of PPP govt to save railway. Meeting with railways official with Zardari has been cancelled many times and is now scheduled again in coming days
