you got your own movie industry which produced stuff that Indian copied. When it comes to Punjabi movies, Pakistan produced more and better movies than India.
As far as promotion of culture is concerned, there is an interesting thing that I read in Muhammad Hanif Ramay’s book ‘Punjab ka Muqadma’ today. He said partition of India was actually partition of Punjab (though Bengal was also divided, but it didn’t experienced the level of massacre Punjab did). Under this situation, when there was a feeling of separating from half or more land (Indian Punjab), Pakistani Punjabis developed a psyche to compensate this loss by owning (mentally) other parts of Pakistan. So, they forgot / started disregarding their Punjabi identity with Pakistani identity. For them being Pakistani and Punjabi at same time become an impossible phenomenon and they then carry with the slogan of Independence Movement ‘Urdu likho, Urdu paRho, Urdu Bolo’ at the cost of shunning their mother tongue Punjabi.
