I think what Pakistan needs is greater autonomy to the provinces, more democracy, and a fairer distribution of natural resources and revenues.
However, so far as "Punjabi domination" goes, there's bound to be a larger number of Punjabis in every sector, simply because Punjabis make up 55% of the population.
I think Pakistan's provinces should be reorganised once and for all, to get rid of ethnic squabbling: Punjab should be split up into three provinces: (i) Potohar, (ii) Punjab, and (iii) Siraikistan.
