You don’t revive the failed system by throwing in additional vehicles when the administration has failed in managing previous vehicles.

It was failed due to corruption and bad policies of generals. If Indian railway can run efficiently on G & S rules and Operating rules given by Britishers during their rule why can not Pakistan? PR ran in profit from 1947 to 1980. PR was deliberately destroyed by these generals who are responsible not the Railways inherited from Britishers. When you kill an innocent person, killer is responsible for the crime not the victim.
