A new book has revealed that Pakistan’s military had prepared a nuclear tipped missile to fight back a possible Indian attack during the Kargil war in 1999.
According to the book, former US president Bill Clinton had conveyed this news to the then Pakistan prime minister Nawaz Sharif who was taken aback by the revelation.
In the book Pakistan Between Mosque And Military by Pakistani author Husain Haqqani, Bruce Riedel, special assistant to Clinton, who was present at the meeting, is quoted as saying that the American President had asked the Pakistani leader if he knew how advanced the threat of nuclear war really was.
Riedel, a senior director of Near East and South Asian affairs at the National Security Council in the Clinton era also said that Sharif ‘wanted desperately’ to find a solution that would allow Pakistan to withdraw from Kargil 'with some cover.

well whats new about it? both had develop these to deploy not for just show peices, when weapons like this get developed it means their deployment also considered and well planned.
russia and US still have nukes pointing to eachother ready to go state.
Pakistan has no enemy apart from India so its well planned defence we are talking over here.

d’oh, such things are planned and studied by some very smart people at places like Command and Staff College and National Defence College in Pakistan and same is true for other countries with similar institutions

Militaries plan for all possible cases.
I would be worried if Pakistan's military did not plan for a nuclear strike in 1999. Because if the need to do so ever came, having a plan already in place would have accelerated the speed with which the need could have been fulfilled.
Similarly, the Indian command would have been extraordinarily incompetent if they did not have a plan in place for a nuclear strike on Pakistan.
To give you an idea of how far in advance a country makes its plans, the German war plan used in 1914 was designed in 1905. Germany prepared for the war nearly a decade before needing to fight it.
