US notifies Congress of 1.3 billion arms package for Pakistan

WASHINGTON (AFP) - The United States has notified Congress of a possible 1.3 billion dollar arms package for Pakistan, including eight P-3C Orion planes to beef up surveillance of its coasts and borders to stop the movement of terrorists and drug smugglers, defense officials said.

It would be the largest US foreign military sale to the country since sanctions against Pakistan were lifted in late 2001 as a reward for supporting US forces fighting Taliban and Al-Qaeda forces in neighboring Afghanistan (news - web sites).

Besides the Orion surveillance planes, Pakistan also has requested 2,000 TOW-2A anti-armor guided missiles and six Phalanx Close-in Weapons Systems for Pakistani warships.

“The proposed sale of this equipment and support will not affect the basic military balance in the region,” the Defense Security and Cooperation Agency said in notifications that went to Congress November 16.

Although regarded as an indispensible US ally in the war on terror, nuclear-armed Pakistan also has longstanding military rivalry with neighboring nuclear-armed India, with which it has fought three wars since independence in 1947.

The Pentagon (news - web sites) can conclude negotiations with Pakistan on the proposed sale unless Congress acts to stop it within 30 days.

The costliest items in the package are the P-3 aircraft, with an estimated value of 970 million dollars if all options are exercised, the Pentagon said.

“The command-and-control capabilities of these aircraft will improve Pakistan’s ability to restrict the littoral movement of terrorists along Pakistan’s southern border and ensure Pakistan’s overall ability to maintain integrity of their borders,” it said.

It said Pakistan intends to use them to develop “a long needed fleet of martime and border surveillance aircraft.”

“The addition of these aircraft will provide Pakistan with search surveillance and control capability in support of maritime interdiction operations and increase their ability to support the US Operation Enduring Freedom operations,” it said.

The P-3s also are designed to hunt ships and submarines and will enhance the “regional influence” of the Pakistani navy, it said.

The TOW anti-armor guided missiles were valued at 82 million dollars, while the Phalanx weapons systems were put at 155 million dollars.

The Pentagon said the TOW anti-armor guided missiles would help Pakistan “provide for its own legitimate self defense needs and to enable Pakistan to support US operations against terrorist activity along its porous borders.”

“In addition, these missiles have most recently been employed in several global war on terrorism operations in the tribal areas of Pakistan and have allowed – when coupled with Cobra attack helicopters – the government of Pakistan to employ new tactics, techniques and procedures that have proven highly effective against terrorists,” it said.

i hope this time it isnt in soybeans. now that could cause some serious "diareha".

anyway i seriously doubt anything of this sort coming thru when for once there is some sensible talk of peace in the region.

If a country gives up its sovereignty and allows a foreign nation to arrest and deport its nationals at will, if it treats an assistant secretary of that nation to be of a cabinet level etc., it can expect it to be reimbirsed for its services.

These weapons by themselves don't change the situation too much. The US had already announced in 2003 that it will give $1.5 billion in military aid. Everyone knew that every cent of the money was going to American companies.

Good for Pakistan to negotiate a decent deal for its sovereignty.

I don’t see Pakistan giveing up its sovereignity, Isee more of it as a co-operation between two nations who are waging a war aganist terrorism. That is a fact, whether india likes it or not.

oh and BTW, after 9/11 India also offered to whore out its bases and hand over its “sovereignty” to US (as u put it), too bad it dint materialize. Now its time for Pakistan to get as much military hardware as it can, if only to keep its pesky neighbor on it toes. :jhanda:

Giving bases is one thing miyan, but few nations allow law enforcement agencies from abroad to arrest its own nationals at will and deport them in secret. Few nations allow foreign countries to monitor their internal phone lines, emails and financial transactions.

Such "services" need a price. Like I said, good for you guys to get maximum price for sovereignty.

making deals is one thing, pimping out your soul to the U.S is another. do you honestly feel a 1:1 relationship here? or do you feel like the puppy barking at the master?

however, it would be a very good move by Pakistan. in the same position, i would’ve done everything to convince the U.S to sell F-16’s. because against India, they will need all the help they can get.

its seems you are’nt overly familiar with defence issues. LOL

  1. The effectiveness of any missile defence system is highly questionable
  2. Any missile defense system can be penetrated with a large enough number of missiles
  3. Last I checked the US had not even approved the sale of the Arrow to India, so I dont know why you would even mention it.

US to sell Pakistan six Phalanx anti-ship missiles

WASHINGTON: The US will give six Phalanx anti-ship missiles costing $155 million to Pakistan in addition to Orion surveillance aircraft and anti-tank missiles it agreed to sell under “Foreign Military Sales”.

The Pentagon notified the US Congress about the proposed sale, which included Phalanx Close-In Weapons Systems (CIWS), an upgrade of the six Phalanx CIWS Block 0 to Block 1B, as well as associated equipment and services to Pakistan, a Defence Ministry statement said on Wednesday.

Pakistan had requested six Phalanx rapid-fire 20-millimetre guns for surface ships, and the upgrading of six additional gun systems, spare and repair parts, modification kits, supply and support equipment and publications and technical data.

The United States has agreed to sell arms worth $1.2 billion to Pakistan. The Indians are unhappy even as both the Americans and the Russians continue to vie with each other to partner India in a “strategic relationship” and are prepared to give India cutting-edge, offensive weapons systems. But before we take a brief look at what the Indians want and what everyone is prepared to sell them, let us see what the nature of American equipment is and whether it would increase Pakistan’s advanced conventional weapons (ACW) capability.

The quick and straight answer is in the negative. Three major items to be sold to Pakistan are eight P-3C Orions ($970 million), six MK Phalanx guns ($155 million) and two thousand Tow missiles ($82 million). All three items are primarily defensive systems. Two (Orions and Phalanx) are navy-specific. The PN already has two Orions in its inventory but is learning to make them functional only now, after many years, having already lost one of the three such aircraft in October 99 when it crashed off the Balochistan coast near Pasni during a routine flight. The Orion is a reconnaissance and ASW (anti-submarine warfare) plane; it is primarily a defensive platform.

The MK Phalanx gun (Close-in Weapons System) — not missile as is being reported in Pakistan incorrectly - according to US Navy specifications, “is a point-defence, total-weapon system consisting of two 20mm gun mounts that provide a terminal defence against incoming air targets”, including anti-ship cruise missiles and fixed-wing aircraft. Phalanx is a self-contained integrated system, but it is also a short-range system.

The Tow missile, already held by Pakistan, is a wire-guided, command to line-of-sight, primarily anti-tank weapon with a range varying from 3,750 meters to 4,500 meters (in its Aero version). Among its anti-tank, anti-amphibious landing, anti-bunker and anti-fortification roles, it can be employed offensively only in the last two roles. But its range limitation does not make it a very effective offensive system.

This is the equipment which the US has offloaded on Pakistan because it (US) did not need it any longer and because these weapons systems do not enhance Pakistan’s offensive capability; neither can they act as force-multipliers except in a limited sense in the case of the Orions. What Pakistan is scouring around for are fighter aircraft, AWACs and UAVs (unmanned aerial vehicles), systems that can be employed in an integrated fashion to bolster its offensive capability and hence ensure conventional deterrence.

Pakistanis can easily counter this by comitting to ship 100,000 peacekeepers to Iraq. This will be at least 15 years duty with 3 to 4 billions per year income. It will also allow Pakistan to keep all the weapons being used by US right now.

It worked in the past with F-86 saber after Korean war logistic support, and F-16 after Afghan war logistic support.

Unfortunately Pakistanis are too scared of the 10 foot tall Iraqi insurgents.
