How come PTV isn’t allowed to even show women dancing, but Pakistani movies show things much worse?

Because PTV is state owned, and the state tries to live up to its name, i.e. Islamic Republic of Pakistan, hence the conservative approach.
Movies, on the other hand, are privately produced and the one thing that the private sector wants is a good cash inflow, hence apt movies are produced for the pervy masses.
