This sums it up according to Indian DM: there was "circumstantial evidence" (like what?) by "suspected or possible terrorists" who had contact with "army and international contacts". He concluded by saying that suspected terrorists doing "some other kind of activity. We are not sure what is that other kind" (he is really saying that they don't know, but maybe or may not they were terrorists).

Well, this is conclusive. Who can argue with this?

Investigators in Karachi have identified the fishing boat destroyed on New Year’s Eve during an Indian Coast Guard operation as a vessel allegedly linked to a drug mafia based in Pakistan, highly-placed police sources said.
The sources told The Indian Express that the 25-foot vessel, named Qalandar, was captained by Yaqboob Baloch, a resident of the gang war-torn Lyari town in Karachi. They said that Pakistani counter-narcotics investigators believe the boat often carried contraband for the Balochistan-based drug cartel of Mir Yakub Bizenjo, a fugitive named by the US in 2009 as a leading player in the trans-border trade of narcotics.
When contacted, captain Baloch’s mother, Ayesha Bibi, told The Indian Express that she had heard “rumours” of the destruction of her son’s boat after it was intercepted by the Indian Coast Guard. She added, however, that she had received no information that her son had been killed.

“My son had nothing to do with terrorists,” she said, adding that her family belonged to the Zikri, or Mahdavi, sect that has been targeted by jihadists for their belief that the 15th century religious activist Muhammad Jaunpuri was the Imam Mehdi, the prophesied redeemer.
Intelligence sources said that a Pakistan Navy frigate, PNS Babur, had spotted the boat loitering close to Pakistan’s exclusive economic zone, some 200 nautical miles off the coast of Karachi.
The fishing boat, the sources said, slipped further south, likely to avoid being searched by Pakistan’s coastal authorities.

Authorities in Karachi have only been able to partially identify the three other crew members on the boat, currently tagged by their first names or aliases ? Yaseen, Ibrahim and “Dhobi”.
Saeed Baloch, head of the Pakistani Fisherfolk Federation, said it could be days or even weeks before the three could be fully identified. “Fishermen go out on long tours, and are often away for months on end,” he said. “Families will only report them missing when they have reason to suspect something has gone wrong.”

The boat, police sources said, had set out from the Balochistan coast near the port of Gwadar, likely carrying a cargo of dates, as well as cases of bootleg alcohol, allegedly brought in from the Gulf ? and a consignment of heroin.
Few details were immediately available on the crew, but one police source said the men are thought to have worked for multiple criminal groups, running alcohol, diesel and drugs allegedly from and to ports from Dubai to Karachi.
Ibrahim Baloch, a Karachi-based fishing industry agent, said, “Drugs and alcohol are sometimes smuggled with the knowledge of accomplices in coast guards… In some cases, Pakistani fishermen sell it to Indian fishermen, who take the cargo into their country.”
After the boat was destroyed approximately 365 km south-west off Porbandar, India’s National Technical Research Organisation (NTRO) had said that it intercepted satellite phone conversations saying the boat’shandlers were planning an unspecified illicit operation involving a valuable cargo, and interpreted this to be terrorism-linked. The Intelligence Bureau and Research and Analysis Wing, as well as the Directorate of Military Intelligence, have since disputed this conclusion, Indian government sources said. On December 31, the Indian Coast Guard said it had tracked the vessel using coordinates transmitted by the Thuraya satellite phone set of the crew. After the boat was destroyed in controversial circumstances, the Defence Ministry said in a press release that “the Coast Guard ship managed to stop the fishing boat after firing warning shots.”

The release added, “Four persons were seen on the boat who disregarded all warnings by the Coast Guard ship to stop and cooperate with investigation. Soon thereafter, the crew hid themselves in a below-deck compartment and set the boat on fire, which resulted in explosion and major fire on the boat.” The Indian Express had first reported on Saturday that Indian intelligence agencies had not established any terror link to the boat that blew up in suspicious circumstances.

Forensic experts contacted by The Sunday Express noted that photographs of the burning boat showed its structure was intact, a fact inconsistent with the explosions burning munitions would normally set off. Pakistani security sources, meanwhile, seemed sympathetic to the Indian operation. “I don’t blame the Indians with their Mumbai 26/11 experience… These looked to be petty criminals who were at a wrong place at a wrong time,” a source said.

More details I think are unlikely as the boat has sunk. I think this will remain a mystery unless they can figure out who was on the boat.

One other confusing aspect. Why if they were hel bent on commiting suicide did they not shoot themselves? Why burn yourself to death!

NEW DELHI: Defence Minister Manohar Parrikar has said that those on board the Pakistani vessel which blew up after being intercepted off the Gujarat coast last week were “in touch with the Pakistan Army and the Pakistani establishment.”

Twice on Monday, the Defence Minister also asserted that they were “suspected terrorists” not smugglers. “I can assure you that those on the boat were not smugglers. The boat was blown up and only people who are motivated and trained could commit suicide,” he said.

He said smugglers would not “keep in touch with the maritime Pakistani agency or the maritime security of Pakistan or their army or international contacts.”

He did not elaborate, only saying that the government would release “all evidence” in the next few days once intelligence agencies completed their assessment.

The minister’s comments to reporters come amid unanswered questions leading to speculation that the vessel was a fishing boat or even one that was carrying smugglers with contraband goods and not one being used by terrorists. “I will not be a part of speculation,” Mr Parrikar said firmly, dismissing such reports.

“A normal boat even carrying drugs can surrender,” the minister said, adding that the Indian Coast Guard had “done the right job at the right time based on intelligence inputs.”

He said the vessel had been under air surveillance for more than 12 to 14 hours before it was intercepted, adding, “The location was not the normal sea route for fishing boats; even the smugglers normally take the busy route so that they can mingle with boats. This was an isolated location.”

Mr Parrikar said on Monday that “there was a second boat but that was in Pakistani water.”

The Indian Coast Guard has said that on December 31, the Pakistani boat blew itself up about 365 km off the coast of Gujarat’s Porbandar after many warnings that it ignored and a “hot pursuit.”

Intelligence agencies had reportedly picked up phone intercepts from the boat near Karachi about “expensive cargo” to be delivered near India. Another intercept revealed that those who were to receive the cargo “had been paid and were ready.”

The Coast Guard said suspicions were raised about the identity of the crew as they did not look like fishermen and carried no nets. The maritime law enforcement agency has emphasised that it followed standard operating procedure while intercepting the boat.

That can have a possible answer.They were under fire from Coast Guard and it would have ducked themselves in the deck of the vessel and the vessels explosives could have caught fire as a result of the firing.

He also said that there is evidence that they had a satellite link with ISI, through a special ultra sophisticated satellite secretly launched by the agency into an orbit around India. The wood that boat was made off was specially designed at ISI headquarters to instantly burn itself on sights of an Indian vessel. The GPS was ISI patented and the voice-guided-navigation system they were using was using voice of the current Pakistani army chief, Raheel Ashraf.

There is also evidence that the facebook page of the terror-boat was managed by ISI and they deleted some of the status updates before they could be accessed, processed and downloaded by coast-guard.

What is clear, however, is the boat was no ordinary fishing vessel, says Nitin Gokhale. ** Defence Minister Manohar Parrikar’s remark – “the Coast Guard has done the right job at the right time,” with reference to the sinking of a Pakistani boat off the Porbandar coast in the early hours of January 1 – should set at rest all the speculation about the nature of the operation.
Speaking on the sidelines of a defence function on Monday, Parrikar said: “They (Coast Guard) reacted immediately, they got the air surveillance done on the boat for almost 12 to 14 hours, intercepted it as soon as possible and stopped it after a chase…”
Scotching all talk about the occupants on the boat being smugglers, the defence minister said: “Stationed at one position does not indicate any smuggling type of activity but some other kind of activity. We are not sure what was the other kind of activity. Secondly, smugglers don’t keep in touch with the Pakistani maritime agency or their army or international contacts. The most important factor why I will classify them under suspected or probable terrorist is because they have committed harakiri. A normal boat even carrying some drugs can try and dispose of the drugs and surrender. No one is going to be killing himself unless you are motivated enough to do that… That they virtually committed harakiri indicates a suspected terror. Circumstantial evidence indicates what I am saying.”
Parrikar’s assertion backs the Coast Guard’s operation fully and confirms the sequence of events I have managed to put together after speaking to people in the know. The account suggests that the Coast Guard did what it is supposed to do: Take appropriate action against rogue elements after following all SOPs (Standard Operating Procedures). This is what happened on December 31 and January 1.
(December 31, 2014) 0735 hrs: The National Technical Resource Organisation sends out a specific input marked to all those it is required to keep in the loop, giving exact lat-long (latitude-longitude) of a boat that had sailed from Keti Bunder near Karachi and was headed towards the Gujarat Coast. The input had a rough description of the boat too. The intelligence input was based on a communication interception that the NTRO had managed.
0855 hrs: COM-CG, Gujarat, the Coast Guard’s Gandhinagar-based regional HQ, received the details at 8.55 am from the Coast Guard HQ in Delhi.
0935 hrs: A Dornier aircraft of the Coast Guard located at Porbander takes off for the first sortie. After about 90 minutes, it sights the boat, bobbing around in mid-sea roughly at the spot that the NTRO had indicated. The Dornier crew relays the information back to Porbander and Gandhinagar. After a 3.40 minute sortie, the Dornier returns to Porbander.
1235 hrs: Another Dornier aircraft is airborne even before the first one lands back. It keeps a hawk’s eye on the boat and sends back detailed description.
1330-1400 hrs: NTRO listens in on another three-way conversation between the boat and presumably their handlers based in Karachi (probably personnel of the Pakistani Maritime Security Agency) and someone based in Thailand. Occupants of the boat are heard telling their superiors, ‘we are waiting.’ The Coast Guard decides to keep the air surveillance going by sending a replacement for the second aircraft and also divert a ship, ICG Rajrattan, which was on a task in a different area.
1730, 2030 and 2230 hrs: Coast Guard’s Dorniers are launched at these times to keep an eye on the boat which is neither fishing nor moving but is just hanging around.
2200 hrs: INS Rajrattan makes an RV (rendezvous) with the boat after travelling more than eight hours.
The crew tries to raise the boat and its occupants but the moment Rajrattan’s presence is noticed, the lights on the boat are switched off. The boat also tries to move away towards the International Maritime Boundary Line.
2330 hrs: The Rajrattan, aware of the possibility of explosives and arms stored onboard the boat, keeps circling it which nevertheless continues its dash towards the IMBL. After about an hour of the cat and mouse game, the Coast Guard ship fires several warning shots. Perhaps finding no other alternative, the occupants onboard the boat decided to set it on fire. Several loud explosions occur and a massive fire breaks out on the boat. At least four men were spotted on the boat before it sank, a ministry of defence statement had said.
(January 1, 2015) 0430 hrs-0630 hrs: The boat gradually sinks even as Rajrattan stays in the vicinity to look for any survivors.
Given that the terrorists in the 26/11 attacks had come into Mumbai via the sea, immediate parallels were sought to be drawn to that episode but on available evidence, it is still not clear if Mumbai was the target or if the occupants on the destroyed boat were assigned to carry out any terrorist attack. What is clear, however, is the boat was no ordinary fishing vessel.

To eliminate any and all proof that could connect the boat to its true origins, if whatever was being attempted failed. If the boat had been captured, we wouldn't be having this debate about whether it was Pakistani or not.
