I suppose Pakistan wants more depth in batting and therefore sacrificed Shabbir instead of Azhar. Personally I think it is a mistake. Shabbir has been performing very well with the ball. Shaoib, Sami, Shabbir, Razzaq and Malik would have been a very good attack.
