why would Pakistan want a half hearted effort to nuke india through taliban when it can attract a full fledge strike back from India? its absured Idea. Pakistan will only use nukes against India or anyone when its very own existence is in danger and has run out of options given that Pakistan cant match India's conventional war weapons! will possibly use with less strike back ability from Indian side.

Imagine the scene first, Pakistani establishment gives nukes to militants, then they try to smuggle through LOC, and try to detonate in Indian capital, not only it is too risky but also seems foolish as well.
And again assume this happens, and then India retaliates immediately, finishing complete Pakistan. There will be no Kashmir, no Pakistan and what remains is half of India. This can happen if Taliban takes over Pakistani military, which is next to impossible..

Pakistan may let surrogate Taliban use its nuclear weapons to do its “dirty work” against India in the event of escalation of tension between the two South Asian neighbours over Kashmir, a top US non-proliferation expert has suggested.
Bob Graham, head of US Commission on the Prevention of WMD (Weapons of Mass Destruction) proliferation and terrorism painted such a scenario at a House Homeland Security Committee hearing on nuclear terrorism on Thursday.
“If something broke out in Kashmir that reignited the vitriol between India and Pakistan, that could be an incident that could cause someone to make the decision,” he warned

“(The Pakistanis may say) We don’t want to use these weapons, but we’re going to let our surrogate Taliban have access to these weapons and they’ll do our dirty work,” he said.
“I think one of our recommendations was to work with India and Pakistan to develop some fail-safe procedures,” Graham said responding to questions from lawmakers concerned about the safety and security of nuclear weapons in Pakistan.

Although during the Cold War, the US and the Soviet Union were strong adversaries and had the capability of destroying each other, “we understood that we didn’t want to allow a mis-step or an accidental event to become the ignition for such a war”, Graham said.

Bob Graham, a former senator, who now heads the commission, described various scenarios for this possibility, arguing that a war in Kashmir could cause Pakistan also to hand over nuclear weapons to the Taliban.

Pakistan rules out the possibility of ever handing over nuclear weapons to non-state actors.

Pakistani lobbyists in Washington use this argument to suggest that the United States should not allow India to become so powerful that it starts thinking of defeating Pakistan in a conventional war, which obviously would lead to a nuclear conflict.
Mr Graham recalled that his commission also submitted a separate report to the committee on how to deal with such situations.
