I’d say the logic is that the same as if you’re not doing everything right, that doesn’t mean that you shouldn’t bother trying to do anything right. Is it better than nothing? Well, I would definitely say that it seems better to me than people who don’t even give up wrong habits in Ramadan. Of course, final judgement of it all belongs to someone else. From a purely “mathematical” point of view, if a person does something wrong during Ramadan, its gunnah is also multiplied 70 times or so. At least they’re saving themselves from that.
