There is so much involved in Search Engine Optimization, I’m not sure where to start.
First thing, you need to find out what keywords or search terms you want to target. You can find out the number of searches performed for particular terms using Google’s keyword tool given here:
Once you find out the appropriate term for your business or products, then make sure that term is used a lot in your website. It must be used in headings in
tags, in internal links and text paragraphs.
Google prefers website content text in dark colored font with white background, just like on this forum 
Next, make sure your site is updated regularly i.e. a small amount of text must be added to your site frequently or Google will think your site is dead. The best way to do it would be to add a blog to your website which is updated regularly, the blog should contain posts related to your products.
After all of above, you need to do link building for your site i.e. adding your site’s links to other sites which Google uses to determine the popularity of your site.
Please keep in mind that the process of optimizing your site for search engines is lengthy and requires a lot of time and patience. The points I mentioned above isn’t all about Search engine optimization.

I have no idea of what kind of website you have, is it a blog, online store, forum etc. so I am only making assumptions:
I got a few more things to share if you don’t already know them.
If the website is under construction, tell the developer to make URLs user and search engine friendly. For example, a product page’s address may look like domain.com/?productid=1264543 and that is non-user friendly and is not accepted well by search engines.
But if the URL is domain.com/completeproductname then it is good for search engine optimization. As an example, you can look at URLs of GS.
For advertising purposes, I would suggest having a Facebook page or group for your website and advertise your page on Facebook. If your target audience are Pakistanis, then Facebook may be the best medium because it has more number of Pakistanis than any other website. You can also advertise your page on Facebook and it is not very expensive.
If you are not specifically targetting Pakistanis, then advertising on MySpace and other social networking sites is also cheap.
But the most effective (yet expensive) advertising is Bing and Google advertising and it will cost a lot more. I hope this helps

I was about to mention SEO (Search Engine Optimizaton) which has already been mentioned.
Now, since you are referring to online presence then let me tell you. now a days Social Sites are becoming a huge medium to advertise.
Create 1 Facebook account with the name of a girl. Add random people or people who are targeted audience (like the geographical area you are targetting) and then flood their walls with your websites "news".
Create 1 Twitter account. follow targetted people their .. .. and then tweet on them .. ..

it would not be flooding if you do it in managed way .. .. .. i could give you ideas but i don't know what kind a online presence you are looking for.
Lets say if your site is just some online news sites like FashionCentral. Then you can post links to "hot news" once or twice on the walls .. ..
Lets say if your site is some product selling business then you can post "desicription" of some product with price on regular basis .. ..
it all depends how you use it
Creating a page would definitely help but how would you suggest people to like teh page unless the admin of that page does not have LOTS of friends?
