Well as far as I know about Germany. During the time IT sector just got a boom, Germany imported many Indians for IT work, offered them immigration. Although within years IT sector started losing its grip due to outsourcing. So they started rejecting immigration and also took back the immigration process of many IT people and sent them back to home or else where.

Actually Germany could not find enough Indians to come and take advantage of the 10000 or so (this is a while I ago I read so, not sure of the number) slots they opened up for Indians
